Egan said <br />there are times when the City pays the initial feasibility cost, and upon <br />ordering of the project those costs are recovered by the benefitting party. <br /> <br />Motion by Gunderman, seconded by Rebelein. to WAIVE THE READING <br />AND ADOPT THE RESOLUTION ESTABLISHING POLICY ON CHARGING <br />FOR ADMINISTRATIVE AND ENGINEERING SERVICES FOR CAPITAL <br />IMPROVEMENT PROJECTS. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Greene said the FPAB reviewed the purchasing policy changes which were <br />prepared in response to Minnesota Statutes amendments intended to <br />ensure regulations are reasonable and permit a public agency to compete. <br /> <br />New Brighton's local purchasing procedures closely follows the maximum <br />amounts in the Statutes. The basic idea is to raise the limits without <br />changing the mechanisms to be consistent with Statutes. <br /> <br />A resident suggested that a provision be added from Statutes that relates <br />to use of recycled materials. "When all other features are equal, recycled <br />materials shall be purchased provided that their costs do not exceed other <br />materials by 10%". The FPAB has not had opportunity to review the <br />inclusion. Greene's personal opinion is that some degree of preference <br />towards recycled materials is appropriate, however, the 10% amount may <br />be somewhat on the high side. <br /> <br />Rebelein said the recycling policy is essential, and the City will eventually <br />save costs by creating a market for recycled materials. She noted that <br />staff should attempt to reduce the quantity of paper used by 6-8%. <br /> <br />Egan said the recycling option was a late agenda arrival, and suggested the <br />original policy's approval. She feels the City should be responsive to <br />recycling and suggests it be forwarded to an advisory committee. Benke <br />feels the option needs further analysis and asked for review by the <br />Environmental Quality Commission and the FPAB. <br /> <br />Walt Witzke, 771 Emerald, introduced the recycling option and said the <br />intent is to encourage recycled material development for use by the public. <br /> <br />Rebelein requested the Council be provided with some sort of material <br />illustrating available recycled products. <br /> <br />Motion by Larson, seconded by Williams, to WAIVE THE READING AND <br />ADOPT THE RESOLUTION APPROVING THE PURCHASING POLICY; AND <br />REFER THE RECYCLING OPTION TO THE ENVIRONMENTAL QUALITY <br />COMMISSION AND THE FINANCIAL POLICY ADVISORY BOARD FOR <br />FURTHER ANALYSIS. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Council Business <br /> <br />Revised Policy for <br />Engineering Services <br />Report 92-165 <br />Resolution 92-075 <br /> <br />Purchasing Policy <br />Report 92-166 <br />Resolution 92-076 <br />
