INCREASE THE DRAINAGE EASEMENT ALONG NORTH PROPERTY <br />LINE OF PROPOSED LOTS 5 AND 6 TO 15 FEET IN WIDTH. <br />2. ALL PROPOSED STRUCTURES FOR THE PROPOSED HAL V A'S <br />FIRST ADDITION PLAT CONFORM TO THE R-1 ZONING DISTRICT <br />SETBACKS AND FAR. <br />3. A PARK DEDICATION FEE OF $2,250 BE PAID TO THE CITY PRIOR <br />TO THE RECORDING OF THE FINAL PLAT. <br />4. CONTINUING COMPLIANCE WITH THE APPROVED <br />GRADING/DRAINAGE PLAN AS REDESIGNED BY THE APPLICANT'S <br />ENGINEER. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Proper presented an update on the diversion of church runoff from <br />backyards of homes on Oakwood Drive north of 7th Street NW. <br /> <br />The project's need developed from the introduction of the proposed Fairfield <br />Drive and the Christ the King Church additions. Last spring, Oakwood <br />Drive residents voiced opposition against the projects due to flooding <br />problems endured over the years, and the feeling that the projects would <br />cause more runoff. Council ordered a feasibility study to identify short term <br />and long term solutions to the backyard flooding problem. <br /> <br />The short term solutions include: installation of new vane grates on the six <br />catch basins at the end of the 7th St. storm sewer; construction of a <br />bituminous lip across Oakwood Dr. at 7th St.; and installation of a high <br />capacity catch basin on Emerald Dr. All short term solutions have been <br />completed and are working out well. <br /> <br />The long term solutions include: construction of 7th St. storm sewer by <br />1994, if TCAAP forcemain is not abandoned; preparation of a study <br />regarding establishment of a drainage utility fund; and evaluation of <br />diverting runoff coming from the church property. There has been no <br />change in the forcemain status, and the utility report will be completed in <br />August. <br /> <br />The plan as presented by the City Engineer would alter the church's <br />northeast retention pond and a 1 2 inch storm sewer will be constructed <br />from the pond to the storm sewer on 9th St. The pond would be smaller <br />than the original plan and will not require as much grading. The pond and <br />storm sewer will reduce the area draining to the backyards from 6.2 down <br />to 2.9 acres. Although the plan does not divert all the church property, it <br />diverts all the hard surface area. The slope on the church property will be <br />undisturbed and continue to drain to the backyards. The runoff from the <br />backyards on 9th St. (3.3 acres) will also be diverted. <br /> <br />Oakwood Drive/7th <br />St. Storm Sewer <br />Project <br />Report 92-169 <br />
