<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />July 28, 1992 <br /> <br />Page 6 <br /> <br />Council Business. continued <br /> <br />Staff spoke to church representatives and Mr. Kozel, 810 Oakwood Dr. <br />Kozel is supportive of the plan and it is believed the church will be also. <br /> <br />Staff proposes the pond grading and storm sewer installation from the <br />church driveway to the pond be performed under the church contract. <br /> <br />The storm sewer installation from the pond to the existing 9th St. storm <br />sewer would be installed by the City. Existing trees will make working <br />conditions difficult, but there will be attempts to save trees. An easement <br />would be needed from 870 Oakwood Dr. for the storm sewer. The <br />project's estimated cost for this portion is $1 5,000, staff recommends the <br />City pick up the total cost. Construction will begin in September <br />incoordination with the church project. <br /> <br />Proper said the City normally pays for the public right-of-way, but being <br />that this project is unique in that the construction cost is relatively small in <br />comparison with just the engineering cost. A project of this size is <br />considered a maintenance project. <br /> <br />Proper noted that there is not much that can be done with the slope, and <br />the undisturbed groundcover and trees should absorb the runoff. <br /> <br />Bob Kozel, 810 Oakwood Dr., has spoke to his neighbors and all seem <br />supportive of the plan. He feels the slope is not a problem because the <br />cottonwood trees soak up excess runoff. He thanked Proper for his <br />assistance on the project. <br /> <br />Council thanked Proper for his tremendous work on the project. <br /> <br />Motion by Williams, seconded by Rebelein. to APPROVE THE PLAN FOR <br />THE DIVERSION OF CHURCH RUNOFF FROM THE BACKYARDS OF THE <br />HOMES ON OAKWOOD DRIVE NORTH OF 7TH STREET AND AUTHORIZE <br />CITY ENGINEERING TO OBTAIN QUOTATIONS FOR THE STORM SEWER, <br />NEGOTIATE THE NECESSARY EASEMENT FROM 870 OAKWOOD DRIVE <br />AND COORDINATE THE CITY CONSTRUCTION WITH THE CHURCH <br />BUILDING PROJECT. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Park and Recreation Director Maurie Anderson presented for consideration <br />the fall kick-off of the Community Volunteer Program. <br /> <br />Staff completed a comprehensive approach to recruiting, training, guidance <br />and recognition for community volunteers.
