<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />July 28, 1992 <br /> <br />Page 7 <br /> <br />Council Business. continued <br /> <br />The program provides a diverse range of opportunities for organizations, <br />groups, family and individuals to assist in delivering community services <br />without increasing costs, and build a stronger community through citizen <br />participation, cooperation and ownership. <br /> <br />A job list will be gathered from department heads and citizen suggestions <br />along with a volunteer list. The two lists will be reviewed to match needs <br />with interests, skills and availability. Opportunities will arise from park and <br />community maintenance, events, citizen service, emergency services, <br />clerical and technical assistance and instruction. The projects will be <br />worthwhile to both the community and volunteers. The City will provide <br />equipment, supplies and training. <br /> <br />This summer, the Parks Department implemented a volunteer program for <br />junior high students which was met with enthusiasm by 23 teens. <br /> <br />Benke said he highly recommends this exciting program. <br /> <br />Williams complimented staff on the excellent report. Anderson said Park <br />Summer Intern Dave Kemnitz was instrumental in preparing the report. <br /> <br />Walt Witzke is impressed with the program, and feels volunteers should <br />receive feedback on their performance. Anderson said each volunteer will <br />receive feedback. Witzke is a member of the Justice Fellowship, a program <br />which allows non-violent criminals to serve restitution time by serving the <br />community rather than the time in prison. He suggested adding the <br />following: a notation regarding the Justice System, The Citv would <br />encouraoe the use of "comculsorv volunteers" enterina from the iustice <br />svstem. The City would work with the Justice System to bring volunteers <br />into the project. He also suggested language under Allowable Projects: ~ <br />volunteer mav cerform any tvce of non-restrictive work orovided it is work <br />which suoolements. (remove the word "not succlants"). <br /> <br />Benke said the question of compulsory volunteers could be reviewed, but <br />he is unsure if it should be integrated into the Volunteer Program. <br /> <br />Childs said the City frequently uses compulsory volunteers for tasks. <br />Gunderman noted that the school district utilizes this program. <br /> <br />Anderson said the City receives more requests from compulsory volunteers <br />than it can handle, and has had a poor history with about 50% not <br />completing their duties.
