<br />Council Meeting Minutes <br />July 28, 1992 <br /> <br />Page 8 <br /> <br />I <br /> <br />Council Business. continued <br /> <br />Benke feels the program should be directed to new volunteers. <br /> <br />Motion by Williams, seconded by Larson, to APPROVE IMPLEMENTATION <br />OF THE PROPOSED COMMUNITY VOLUNTEER PROGRAM. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Anderson presented a pilot open gym program at Highview Middle School. <br /> <br />The New Brighton Park and Recreation Department, Highview Middle <br />School and Mounds View Community Education are developing before <br />school activities for middle school students. <br /> <br />Last year, the YMCA offered a free, morning open gym program which was <br />popular with kids that were dropped off early at school. The costs to run a <br />one year program is $1,800, and Community Education has offered to fund <br />$900 and requests the Park Department fund the remaining $900. <br /> <br />The program would benefit many of the students and families where both <br />parents work and the school age kids need supervision. It would be a one <br />year pilot program which will be re-evaluated at the end of the school year. <br /> <br />I Williams said it sounds like a very worthwhile program. <br /> <br />Gunderman favors the program, but suggests incorporating a pilot program <br />for elementary school students. Williams accepts Gunderman's <br />amendment, as long as it does not affect the middle school program. <br /> <br />Motion by Williams, seconded by Rebelein, to AMEND THE PARK AND <br />RECREATION DEPARTMENT'S 1992 BUDGET AND ADD $900 FOR A ONE <br />YEAR TRIAL OPEN GYM PROGRAM AT HIGHVIEW MIDDLE SCHOOL; AND <br />REQUEST STAFF TO PURSUE DISCUSSIONS TO FACILITATE A PILOT <br />STUDY PROGRAM AT LEAST ONE OF THE CITY'S PUBLIC OR PRIVATE <br />ELEMENTARY SCHOOLS. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Anderson presented the Forestry Energy Conversation Grant application. <br /> <br />I <br /> <br />The Minnesota ReLEAF Community Forest Program provides matching <br />grants up to $25,000 to local governments to plant, maintain and preserve <br />trees. A Tree City USA status is required and this should favor New <br />Brighton which has been a Tree City for 10 years. The projects can be <br />performed on private or public property and requires a contribution equal to <br />the grant matched by either labor or other resources. <br /> <br />The City's proposed project includes tree replacement and replanting along <br />Olde Town boulevards and streets. One hundred to 300 trees could be <br />planted in the project's time frame.
