'{t-t~ Comments attached

Recommendation: Public works recommends passage of the resolution which authorizes the
City to apply for Mn/DOT funding sources for Old Highway 8 improvements.

Legislative History: On August 22, 2006 the City Council approved the final geometric layout,
authorized staff to prepare and solicit proposals for final design professional services, and
authorized staff to prepare a project feasibility study. This project is expected to be let by April
1,2007 and completed by November 1,2007.

Financial Impact: It is anticipated the project will cost between $2 and $2.5 million. A more
precise cost figure will be a part of the feasibility study, This project is expected to be funded
through a combination of Land Sale Proceeds, Municipal State Aid, and Ramsey County
Maintenance funds. Any additional funding for the project will offset the amount of Municipal
Sate Aid that would be necessary to fund this project,

Explanation: Mn/DOT has two grant programs available to help assist in the funding of the
improvements to Old Highway 8. A maximum amount of $500,000 for "Routes of Regional
Significance" and $550,000 in "Cooperative Agreement" funding is available. Mn/DOT is
accepting candidate projects and will notify the successful projects in early January of2007,
