CONSIDERATION OF APPROVAL TO WAIVE THE READING AND <br />ADOPT THE RESOLUTION APPROVING REAPPROPRIATE <br />RESERVES. <br /> <br />6. <br /> <br />CONSIDERATION OF APPROVAL TO WAIVE THE READING AND <br />ADOPT THE RESOLUTION TO REIMBURSE EXPENDITURES FROM <br />BOND PROCEEDS. <br /> <br />7. <br /> <br />CONSIDERATION OF APPROVAL TO PURCHASE A WASHING <br />MACHINE FOR THE FIRE DEPARTMENT FROM BUSINESS <br />DEVELOPMENT SALES FOR $3,120.00. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Public Hearing - None <br /> <br />Council Business <br /> <br />City Planner Erny Mattila presented a proposal to subdivide three existing <br />lots into six single family lots. <br /> <br />The proposal includes 3 existing lots to simplify the legal description. The <br />proposed plat complies with the R-l district and ordinance standards. The <br />Planning Commission and staff recommends approval of the subdivision. <br /> <br />The proposal requires Fairfield Drive be extended 180 feet north. All <br />drainage easements are contained within the subdivision. The steep slope <br />will not be cut and existing vegetation maintained to avoid future erosion. <br /> <br />The major issue is drainage on 7th St. and Oakwood Drive. The parcel will <br />drain into an outlet allowing drainage of 4 cubit feet/second onto Inca Lane <br />to 7th St. The pipe to Inca Lane will run alongside Lot 6 into a connection <br />to the existing storm sewer. Larson asked if the plan may increase <br />problems to backyards on Oakwood. <br /> <br />City Engineer Les Proper said a 10 year storm would create discharge to <br />7th St.. but Christ the King Church's new retention pond compensates for <br />the drainage. Previous Council action addressing drainage include: add and <br />rebuild grates; high capacity catch basin on Emerald Drive; berm on <br />Oakwood and 7th St; acquisition of TCAAP forcemain; and 7th St. storm <br />sewer system in 1995, assuming forcemain unavailable. Each option will <br />more than compensate for the added drainage. <br /> <br />Mr. Halva lives on an adjacent lot and will build a home on one of the lots. <br /> <br />Steve Feidt. 601 Fairfield. estimates he will be assessed $4.000 for the <br />street extension and will pay $2.300 for replacement of his driveway and <br />landscaping. It will cost him $6.300 just so Mr. Halva can build a house. <br />Rebelein asked why the driveway would be moved.
