At <br />that time, the lot was not assessed for street and utility, but a building <br />permit was granted on basis that sewer and water hook-up fees were paid <br />in lieu of unpaid assessments. The lot would be assessed when the street <br />is extended. <br /> <br />Proper does not recall who he spoke to. and Mr. Feidt does not recall the <br />conversation. Benke said the City may have spoken to a builder or realtor. <br />Proper noted that Mr. Halva will be charged for the rest of the utility and <br />street extension costs, <br /> <br />Larson asked if the driveway could be left as is. Proper said if a portion of <br />the driveway is cut by the new street, it would be absorbed in the project <br />cost, however, driveway and landscaping replacement is not included. <br />Future actions will include a feasibility study and assessment hearing. <br /> <br />Steve Stanford. 575 Fairfield Drive, asked if he will be assessed for future <br />drainage issues. Proper said assessments will depend upon installation of <br />the 7th St. storm sewer. The drainage area is large and policy requires <br />each lot be assessed. <br /> <br />Motion by Gunderman. seconded by Benke. to WAIVE THE READING AND <br />ADOPT THE RESOLUTION APPROVING PRELIMINARY PLAT PL.194. <br /> <br />4 Ayes - 0 Nayes, (abstained Williams) Motion Carried. <br /> <br />Finance Director Margaret Egan presented alternatives for purChase of <br />optical election scanner, <br /> <br />Redistricting created two Legislative Districts - 52A and 52B in New <br />Brighton. Most residents are located in District 52B, while a small portion <br />(west of Silver Lake Road) is in 52A. To accommodate the two districts. <br />Precinct 7 was established and encompasses a portion of Precinct 4. For <br />convenience and minimized cost, Pike Lake School is selected as the polling <br />place for Precinct 7, in addition, Precinct 4 will also use Pike Lake. Pike <br />Lake School meets all of the requirements for proximity and accessibility for <br />both precincts. <br /> <br />Different ballots will be used for Precincts 4 and 7. Egan addressed the <br />alternatives for counting: purchasing another optical scanner; purchasing a <br />used machine from another city; dual programming of Precinct 4's scanner; <br />or tabulating Precinct 7's ballots after the close of the precinct. <br /> <br />Recently, staff was notified of used machines for sale by the City of <br />Minneapolis. Egan said dual programming is the preferred choice assuming <br />the cost is reasonable, however, purchase of a used machine would be the <br />most economical. Tabulation of the Precinct 7 ballots would emerge as <br />third choice.
