Motion Carried.

Egan presented for consideration the 1991 Annual Financial Report.

The Annual Report provides a comprehensive statement of the financial
position of the City at the end of December 31, 1991. It is audited by an
independent, certified public auditor. Tautges, Redpath and Company.

At tonight's Council worksession. the auditors presented an overview of
the report and indicated the City is in a sound financial situation.

Council congratulated the Finance Department for its excellent work and
attainment of the Certification of Excellence in Financial Reporting.

Childs said that taking in consideration the recent budget constraints, the
Annual Report maintains the City's excellent financial position.

Financial Policy Advisory Board is directed to assist in development of an
executive summary of the report which would be made available to
residents.

Motion by Larson, seconded by Williams, to WAIVE THE READING AND
ADOPT THE RESOLUTION ACCEPTING THE 1991 ANNUAL FINANCIAL
REPORT.

5 Ayes - 0 Nayes, Motion Carried.

Proper presented parking restrictions changes on 14th Ave. and 25th St.
NW.

In April, Council directed staff to change the "Resident Only Parking" signs
to "2 Hour Parking 8:00 a.m. to 4:00 p.m.. School Days". The reasoning is
to make all restrictions in the JrondaJe High School area uniform.

Letters were sent to 25th St. and 14th Ave. residents to alert the proposed
change and allow for comment. Staff received one response from Mrs.
McCormick, 1398--25th St., who did not oppose the signing. but noted
concern of vehicles blocking driveways and mailboxes and of litter.

The lrondale parking lot attendant frequently checks neighboring streets for
student parking and asks these cars be moved. Childs will contact school
officials regarding issuance of a student reminder to not block mailboxes.

Police Chief John Kelley feels parking problems have improved. and the
signage should provide consistency.

Council Business

Optican Scan Voting
Machine
Report 92-124
Resolution 92-054A

1992 Financial
Report
Report 92-125
Resolution 92-055

Parking Restrictions
14th Ave, & 25th
St. NW
Report 92-126
Resolution 92-056
