TO 4:00 P.M., <br />SCHOOL DAYS." <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Kelley presented for consideration the authorization to purchase mobile data <br />terminals (MDT) for fire and police vehicles. <br /> <br />Council previously budgeted for purchase of MOTs in the 5 year plan and <br />the 1992 Budget predicated on a Ramsey County estimate for a 1990 <br />"generic bid". The selected vendor. who also services St. Paul. presented a <br />Quote above estimate, and in addition the City is faced with the new sales <br />tax on government purchases. The quote is $ 7 2,781. without installation <br />or special costs. Staff recommends purchase with arrangement of <br />installation with expenditure cap. Childs said the sales tax portion equals <br />about $5,000. <br /> <br />Training will be partially provided by the vendor. however. MDTs are simple <br />to operate and user-friendly. A MDT creates a daily log on license. warrant. <br />and criminal history inquires. Future applications could include mug shots. <br />maps, and dispatching. Communities who currently have MOTs have seen <br />large increases in arrests and increased service levels, <br /> <br />Childs said the MDT system links to other data bases to allow direct access <br />to information, and allows fast. accurate and private dispatching. <br /> <br />Kelley said the proposed regional Trunk 800 Megahertz System is above <br />current frequencies and was envisioned as a total governmental system, <br />however, interest has recently waned due to the high price tag. <br /> <br />Motion by Rebelein. seconded by Larson, to AUTHORIZE PURCHASE OF 14 <br />MDT UNITS FROM ELECTRONCOM COMMUNICATIONS FOR $72.781; <br />AND AUTHORIZE INSTALLATION WITH EXPENDITURE LIMIT OF $80,000. <br />5 Ayes - 0 Nayes, Motion Carried, <br /> <br />Childs presented an amendment to the Liquor Ordinance. In 1991. several <br />merchants petitioned for an amendment of the code to allow for additional <br />off-sale licenses. The Citizen Study Commission researched the subject and <br />recommended the number of off-sale stores be limited to one for each <br />5,000 residents, and be separated by a distance of not less than one mile. <br />and if a license is not used within one year, it will terminate. <br /> <br />Also, Kelley suggested language to allow issuance of up to a three-day <br />temporary intoxicating liquor license. The language is a merger of State <br />and existing language. Benke suggested investigation into residency <br />requirements of the three-day license.
