<br />I <br /> <br />I <br /> <br />1 <br /> <br />Council Meeting Minutes <br />May 12,1992 <br /> <br />Page 1 0 <br /> <br />Council Business. continued <br /> <br />Childs said the Engineering Department will need additional time to conduct <br />in-depth studies of the drainage problems and utility fund plan, and Council <br />will want to spend considerable time reviewing the recommendations. Mr. <br />Kozel will be notified prior to staff's presentation to Council. <br /> <br />Mr. Kozel thanked Council for the actions taken tonight. Williams said <br />Council needs to hear from its citizens to fully understand the problems in <br />order to remedy the situation. <br /> <br />Childs said the senior citizen task force identified the Anoka County <br />Regional Park site in Fridley as its priority site for a joint-city senior center <br />facility. The Rice Creek Shopping Center is its second location choices. <br /> <br />New Brighton has been asked to join in the purchase of very preliminary <br />architectural services which would be used as a cost estimate <br />recommendation to the four City Councils. The total cost will not exceed <br />$10,000 and New Brighton's share will not exceed $3,344. Fridley and <br />Spring Lake Park have approved their cost share. <br /> <br />Motion by Gunderman, seconded by Rebelein, to APPROVE NEW <br />BRIGHTON'S PARTICIPATION IN THE COSTS ASSOCIATED IN <br />ACQUISITION OF CONSULTING SERVICES FOR EVALUATION OF <br />SCHEDULE DESIGN COSTS FOR BOTH THE ANOKA COUNTY REGIONAL <br />PARK AND THE ALTERNATIVE RICE CREEK CENTER LOCATION. <br />5 Ayes - 0 Nayes, Motion Carried, <br /> <br />Proper said the variance to use Municipal State Aid (MSA) funds for the <br />County Road H sidewalk construction between Long Lake Road and <br />Edgewood Drive was approved by the State, subject to the City providing a <br />hold harmless resolution. <br /> <br />The variance is required because MSA Rules do not allow MSA funds to be <br />used for sidewalk construction on a street which does not meet all State <br />Aid standards. <br /> <br />LeFevers acknowledged that the City will build a sidewalk on County Road <br />H which will improve the road's present safety condition, it appears very <br />unlikely the City will need to defend the State's liability. Rebelein agrees <br />with LeFevere and staff recommendation. <br /> <br />Motion by Rebelein, seconded by Larson, to WAIVE THE READING AND <br />ADOPT THE RESOLUTION HOLDING HARMLESS THE STATE OF <br />MINNESOTA FOR GRANTING A VARIANCE FOR SIDEWALK ON COUNTY <br />ROAD H. <br /> <br />5 AVes - 0 Nayes, Motion Carried. <br /> <br />Council commended Proper for his excellent presentations tonight. <br /> <br />Council Business <br /> <br />Report on Drainage <br />Problem in the 7th <br />St. NW Area. <br />Report 92-110 <br /> <br />Senior Center Task <br />Force - Architectural <br />Services <br />Report 92.111 <br /> <br />Variance.
