He <br />asked if a pumping system could be installed on the church property to <br />allow drainage to the south, away from the overloaded Oakwood system. <br />He feels that when the 7th St. storm sewer is built, the church ponds <br />should ultimately drain to this system. <br /> <br />Proper noted that the church property is not the only property causing <br />excessive drainage into the Oakwood System. He feels a pumping system <br />would be a very unreliable way to handle the problem. <br /> <br />LeFevere said the creation of a utility fund program is a very expensive and <br />time consuming process. He suggests directing staff to report to Council <br />regarding the plan's advantages and disadvantages. <br /> <br />Motion by Gunderman, seconded by Williams, to DIRECT STAFF TO <br />PREPARE A TENTATIVE DRAINAGE UTILITY FUND REPORT FOR THE <br />CITY. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Motion by Gunderman, seconded by Williams, to DIRECT STAFF TO <br />IMPLEMENT THE SHORT TERM RECOMMENDATIONS, WITH THE <br />EXCEPTION OF THE VANE GRATE ABOVE 19TH AVENUE. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Motion by Gunderman, seconded by Williams, to IMPOSE A LIMIT OF TWO <br />YEARS FOR THE INVESTIGATION OF THE PROPOSED TCAAP FORCEMAIN <br />VACATION. <br /> <br />Williams amended the Gunderman motion to read: <br /> <br />Motion by Williams, seconded by Benke, to DIRECT STAFF TO <br />INVESTIGATE METHODS IN WHICH THE CITY OF NEW BRIGHTON COULD <br />BE INFLUENTIAL IN THE ABANDONMENT OF THE TCAAP FORCEMAIN; <br />AND DIRECT THE MAYOR AND CITY MANAGER TO DETERMINE THE <br />FEASIBILITY OF THE ABANDONMENT AS SOON AS POSSIBLE, AND <br />IMPOSE A TIME LIMIT OF LESS THAN TWO YEARS. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Motion by Gunderman, seconded by Larson, to DIRECT STAFF TO <br />EVALUATE ALTERNATIVES TO THE DRAINAGE PROBLEMS OF THE <br />BACKYARDS OF HOMES ON OAKWOOD DRIVE AND THE EMERALD <br />STORM SEWER SYSTEM. <br /> <br />5 Ayes. 0 Nayes, Motion Carried. <br /> <br />Council Business <br /> <br />Report on Drainage <br />Problem in the 7th <br />St. NW Area. <br />Report 92-110 <br />
