He continuously <br />cleans out tne Sky High catch basin and is in favor of the grate <br />modifications to the catch basin. <br /> <br />George Zurbay, 1801..3rd St., asked if the condominium property runoff <br />could be diverted to Silver Lane to release pressure off the low point. <br />Proper said a portion of this parcel does drain to Silver Lane, and this was <br />taken into consideration during the sizing of the storm sewer. <br /> <br />Benke noted that the storm sewer grate cannot take the water fast enough <br />to preclude backing up. If a neighborhood relies on the street itself to carry <br />water to a bigger pipe, the area will be left without proper protection. The <br />proposed system gets the water off the street and into the pipe at <br />numerous points where drainage collects. <br /> <br />Proper said in order to drain into the open area behind Oakwood's low <br />point, a energy dissipation device is required because the open area is not a <br />perfectly shaped basin and runoff would not drain well. Williams feels <br />draining to the open area is just giving the water problem to someone else. <br /> <br />City Manager Dave Childs noted a similar drainage problem on 7th St., east <br />of Silver Lake Road, which was analyzed in 1976. At that time, Council <br />chose a conservative approach to install a smaller portion of the sewer. <br />Now, the present Council will discuss later tonight what actions will be <br />needed to correct the flooding problems which were not remedied in 1976. <br /> <br />John Angelucci, 301 Oakwood. said the two lots slope away from the curb <br />and the builder should have corrected this or been denied a building permit, <br />He feels the grates are filled with debris. . Benke said by the time water gets <br />to the 3rd St. and Oakwood corner, the pipe is full and street flooding <br />occurs. The basic issue is water flowing from the top of the hill needs to <br />be corrected, and building up the lots would create street flooding, <br /> <br />Bob Simmer, 1831 Sky High, said cottonwood trees plug the Sky High <br />catch basin and redesigning it may help, but the berm would be ineffective. <br />He suggested an easement be used between the two low lots to install a <br />ditch system to drain the runoff into the open area behind the lots. <br /> <br />Mr. Lloyd said the problem is the clogged drains. Benke said the problem <br />would still occur if the drains were cleaned because the pipe does not have <br />enough capacity and the system overflows, Williams asked if neighbors <br />would assist to keep' the new Sky High and Oakwood grates free of debris. <br />Proper said the proposed Sky High basin would reduce future clogging. <br /> <br />Joe Klucas, 381 Oakwood, said the system floods many times a year, and <br />opening the grate will not help if the pipe is inadequate. Installing another <br />catch basin on Oakwood and grading the open area may help, but a <br />drainage ditch is unfeasible. He asked if the project could be split into two <br />phases to cut costs.
