Proper confirmed there is no system. City records show a storm <br />sewer was proposed 20 years ago. but was denied, In order for a new <br />system to do an adequate job, it needs to run as far west as 23rd Avenue. <br />Proper guessed that such a project would cost in the area of several <br />hundred thousands dollars. <br /> <br />Proper noted that the Twin Cities Army Forcemain Sewer on 7th Street <br />between 19th Street and 23rd Street is a 24 inch pipe and would make a <br />good storm sewer if the City took it over. However. the Army has not <br />propo~ed abandonment until 1994. <br /> <br />Gunderman asked the feasibility of a bridge grate with a pipe that runs into <br />the ditch. Proper said a vein grate could be installed across 7th Street and <br />connect into the existing storm sewer. Under ideal conditions, it would <br />intercept most of the water. but there may be problems with debris <br />plugging the grate. A vein grate would cost in the range of $15.000. and <br />is a temporary solution. Proper feels it is difficult to recommend the storm <br />sewer installation of a major storm sewer system at this time. when the <br />forcemain sewer will be available in 1994. Oakwood Drive as it approaches <br />7th St. is steep and elevating the road causes driveways to become <br />inaccessible. <br /> <br />Benke said Vl!ith the vein grate reducing runoff coupled with the additional <br />pond, runoff will be decreased and lessen the stormwater going into the <br />backyards. Proper and the church's engineers worked to insure the area <br />going to the backyards was not increased. Benke said the retention pond is <br />not a permanent pond, but allows water to slowly flow out, <br /> <br />Gunderman asked that since the plan did not increase flow to backyards, <br />would water ,problems be eliminated. Proper said a major slope will always <br />cause runoff to the backyards. A 7th Street storm sewer would take water <br />from 7th Street, but there would still be drainage into the backyards. <br /> <br />Williams asked if the northeast pond could overflow. Proper said the <br />pond's outflow can be set so the pond would not overflow. He feels it is <br />better to retain the water in the pond and release it at a slower rate. <br /> <br />Larson asked if a curb built along the east of the parking lot would allow <br />water flow southward, Proper said the site does not allow flow southward. <br />Mattila said the curbing is damaged. and the plan includes installing a six <br />inch concrete curb throughout the parking and drive areas, <br /> <br />Council Business <br /> <br />Christ the King <br />Addition <br />Report 92-097 <br />Resolution 92-043 <br />
