<br />1 <br /> <br />I <br /> <br />1 <br /> <br />Council Meeting Minutes <br />April 28, 1992 <br /> <br />Page 5 <br /> <br />Council Business. continued <br /> <br />Harold Peterson, Church Engineer, worked with staff to design a plan which <br />limits the. amount of water running to the east, The church is aware of the <br />p(oblem$ and desires to install an addition which has the least effect on <br />neighbors. The northeast pond would release the stormwater to the east at <br />a rate of 1.2 CFS compared to a current 11.5 CFS. <br /> <br />Williams said the present pond appears unkept. and asked if the ponds will <br />lie treated 'wi,th 8 liner or landscaped with rocks. Peterson said the new <br />pond will be constructed of clay material and landscaped on the sides. <br /> <br />Bill Flor, 830 Oakwood Drive, said many times in the past 30 years, water <br />has come up through his basement floor and at one time the water was <br />two leet deep. He feels the pond's landscape plan is not attractive. <br /> <br />Rose 'Kozel, 810 Oakwood. feels a ditch area at Oakwood and 7th Street <br />w~uld cause a safety risk to the schoolchildren. <br /> <br />Bob- Kozel, 810 Oakwood, has seen constant water problems for 26 years. <br />He ,quoted Army Representative Steve Macke. who said the Army <br />forcem8in may not be abandoned. it is not a "done deal" and may take <br />longer than 1994. He has seen the pond overflow with more water than <br />Council is led to believe, The proposed pond would drain into his storm <br />sewer, and when the sewer is closed the water would overflow into his <br />yard. The original system was designed for the homes. not the church. and <br />a 7th Street storm sewer is needed before the proposal is approved. <br /> <br />Mr. Peterson never witnessed the pond overflow, but if a rainfall overloaded <br />the system, an emergency feature saves damage to buildings. Runoff will <br />not leave the site before going through the retention pond. <br /> <br />Reb~lein asked what would happen if an 100 year rainfall occurred. Mr. <br />Peterson said there is additional storage over and above an 100 year rainfall <br />in the parking lot. However, he cannot guarantee there would not be a <br />rainfall that 'could overload the system. The retention pond will be graded <br />12 feet higher than the adjoining properties. <br /> <br />Williams feels the residents deserve a more creative landscape plan than the <br />one proposed. Mr. Peterson said changes will be made to the plan, Mattila <br />said staff and the residents will review the landscape plans. <br /> <br />Williams asked if the pond overflowed. could runoff be redirected away <br />from a drain that is already full. Mr. Peterson said the church will take the <br />runoff and channel it away from the backyards. Williams said in <br />anticipation of a new pipe on 7th Street. could a pipe also run from the <br />eastern pond into the street. Mr. Peterson said with the site elevation, the <br />only option is a lift station which could have costly maintenance problems. <br /> <br />Mr. Kozel said the church will spend money to install pipes to drain the <br />parking lot underground. but dumps their runoff onto public roads. These <br />improvements are temporary solutions to the major issue of installing a <br />storm sewer.
