Meeting Minutes <br />April 28, 1992 <br /> <br />Page 6 <br /> <br />1 <br /> <br />Council Business. continued <br /> <br />Benke said if the current Council reviewed the 7th Street storm sewer <br />proposal 20 years ago, if would have been approved. He feels the City <br />needs to "buy some time" to reassessed the problems. Proper said <br />installation of it 7th Street system would not solve Mr. Kozel's problems. <br />Mr. Kozel also sugge~ted the runoff be drained to the 9th Street system, <br /> <br />LarSon noted that Ramsey County's overlay decreased the catch basins' <br />output by over 50%. Mr. Peterson said Ramsey County evaluated the <br />situation and a road crew will clean up the catch basins. Mr. Kozel had not <br />seen an increase in problems after the overlay. and feels the options are <br />"stop gaps" and do not address the real issue. <br /> <br />Benke said, in terms .of engineering. the church's engineers have done the <br />best job possible to address the drainage issue. He instructed staff to <br />pursue options to address the runoff on 7th Street, <br /> <br />Gunderman prepared a motion to direct staff to prepare a feasibility study <br />to aqdress the larger area storm sewer issue. <br /> <br />I <br /> <br />Rebelein prepared a motion amending the first condition of the Lp.262: <br />changing City Engineer approval to Council approval of the grading and <br />drainage plan. <br /> <br />Benke questioned whether withholding of the grading and drainage plan <br />may involve a lengthy time period. <br /> <br />Rebelein is concerned that the retention pond drainage will drain into a <br />system which is already overloaded. She feels Council needs to evaluate <br />the plan's adequacy. and is appalled that the entire hillside area is not <br />served by its own system, She questioned whether the option to drain the <br />east pond to the 9th Street system could create problems to homes served <br />by the 9th Street system. <br /> <br />Gunderman said his motion indicates that Council would allow the building <br />plans, but also evaluate the 9th Street system and address the short <br />term/long term drainage situation. <br /> <br />Benke said City staff and the Rice Creek Watershed District evaluated the <br />plans, and he is confident the recommended solutions could improve the <br />situation and not make matters worse. There is a need for a long term <br />solution for 7th Street, however. he speaks against the Rebelein motion. <br /> <br />1 <br /> <br />Williams feels the drainage problem is intolerable, and suggested the <br />drainage from the eastern pond be run into the storm sewer. Benke noted <br />the pond would reduce the pressure on 7th Street, <br /> <br />Mr. Peterson said runoff would continue even if the Church did not go <br />through with their plans. The church would take the runoff and retain it on <br />their property and. reduce the flow to one-tenth of before.
