1

I

1

Council Meeting Minutes
April 14, 1992

Page 4

Council Business. continued

The petition. signed by all eight residents of Long Lake Court. requests
posting of two hour parking signs - 8:00 a,m, to 4:00 p.m., school days,
Long Lake Court is a short cul-de-sac. north of Irondale High School.

Because a number of streets around Irondale are posted with two hour
parking signs, staff feels there is no problem with the posting of similar
signs on Long Lake Court.

Benke asked if the petition reflects an increase in student parking. Proper
feels the street was overlooked. and is now being used for student parking.
Proper feels the existing signage is working. Benke suggested staff meet
with school officials to discuss school parking policies,

Larson noted the need for consistency when signing streets specifically
referring to 25th St. which is signed differently, Benke agrees and for that
reason the parking situation should be investigated.

Motion by Williams, seconded by Rebelein. to WAIVE THE READING AND
ADOPT THE RESOLUTION POSTING TWO HOUR PARKING 8:00 A,M. TO
4:00 P.M. SCHOOL DAYS, ON LONG LAKE COURT.

5 Ayes - 0 Nayes, Motion Carried.

Proper presented the feasibility study on Oakwood Drive drainage problem.

In September 1991. the residents of 389 and 391 Oakwood Drive
requested the City correct a drainage problem on Oakwood Drive. The
properties are located at the low point of Oakwood Drive and floods during
most rainfalls, overtopping the curb and flowing across the yards to low
land in the back.

Approximately 25 acres of land along Oakwood Drive from Haines Avenue
to Silver Lane contribute storm water drainage to the problem area. The
existing system does not have adequate capacity, and as a result. the low
point in front of 389 and 391 Oakwood Drive floods and overflows. The
storm sewer on Silver Lane which the Oakwood Drive system drains into
has sufficient capacity to handle the entire drainage area.

The Oakwood Drive storm sewer was installed with the curbing and
surfacing in 1964. Staff was unable to find design information on the 15
inch storm sewer and cannot determine if it was intended to serve all the
land presently draining to it, The 391 Oakwood Drive house was
constructed in 1984. Prior to that time drainage flowed across the vacant
lot without creating problems.

Analysis indicates the existing 1 5 inch storm sewer from 3rd Street to
Silver Lane does not have adequate capacity for the area draining into it. It
will need to be replaced with a 27 inch storm sewer between 3rd Street
and the low point, and a 30 inch storm sewer from the low point to Silver
Lane.

Council Business

Parking Signs on
Long Lake Court
Report 92-086
Resolution 92-039

Oakwood Drive
Drainage Problem
Report 92-087
Resolution 92-040
