<br />I <br /> <br />I <br /> <br />1 <br /> <br />Council Meeting Minutes <br />April 14, 1992 <br /> <br />Page 5 <br /> <br />Council Business. continued <br /> <br />The 260 Oakwood Drive complaint refers to stormwater overtopping the <br />curbing at the beginning of the Skyhigh Drive storm sewer. The existing <br />storm sewer has adequate capacity. but the catch basin grates are small <br />and plug easily. To correct this. the grates would be replaced with high <br />capacity grates, and the boulevard be bermed higher to confine the water in <br />the street. <br /> <br />The total estimated costs for the replacement storm sewer on Oakwood <br />Drive and catch basin on Skyhigh Drive is $84.000. Each property within <br />the drainage area is assessed a portion of the total project cost based on <br />contributing area, The City's portion for street right-of-way is $28.671. <br />The City would also pay an estimated $14.365 for Silver Oak Park, The <br />project would begin July 15 with a completion date of September 15. <br /> <br />Proper said storm sewer assessments are controversial and there is risk for <br />appeals of storm sewer assessments. Because of this. he asked if Council <br />prefers to hold a resident informational meeting. Benke feels the meeting <br />should be held before May 12. so residents can view the plans, <br /> <br />Gunderman asked if the zoning ordinance holds some sort of protection <br />against a major expenditure from a lot on which a structure should not have <br />been built. City Manager Dave Childs said it is difficult for the City to not <br />grant a permit for a previously platted single family lot. Not to allow <br />development might result in an inverse condemnation situation, <br /> <br />Motion by Williams, seconded by Larson. to WAIVE THE READING AND <br />ADOPT THE RESOLUTION ACCEPTING THE FEASIBILITY REPORT AND <br />ORDERING AN IMPROVEMENT HEARING FOR 7:30 P.M.. MAY 12. 1992; <br />AND WAIVE THE READING AND ADOPT THE RESOLUTION DECLARING <br />COST TO BE TO BE ACCRUED, ORDERING PREPARATION OF PROPOSED <br />ASSESSMENT, AND SET THE ASSESSMENT HEARING FOR 8:00 P.M., <br />MAY 12, 1992. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Childs presented the specifications for a replacement fire vehicle, <br /> <br />The City has three main fire pumpers to handle fire emergencies, The <br />vehicle to be replaced is a 23 year old pumper which is experiencing <br />problems with its engine, brakes, and other major mechanical components <br />for which parts are difficult or impossible to obtain. <br /> <br />A team of firefighters met weekly for the past four months to develop the <br />specifications for a fire pumper. The team attempted to blend the most <br />economical approach with elements for a safe and effective vehicle, <br /> <br />City policy is to project a 20 year life for each vehicle and replace one <br />pumper every 7 years, Unfortunately. the 17 year old pumper is <br />experiencing serious difficulties, In an attempt to spread out the <br />replacements, it is proposed to delay replacement of this pumper for about <br />six years by repairing and refurbishing rather than replacement at this time. <br /> <br />Council Business <br /> <br />Oakwood Drive <br />Drainage Problem <br />Report 92-087 <br />Resolution 92-040 <br /> <br />Replacement Fire <br />Vehicle <br />Report 92-088 <br />Resolution 92-041 <br />
