The Five Year Plan anticipates the truck will cost about <br />$200,000. This is a large number. but based on a 20 year life, the cost is <br />about $10,000 per year. A police squad, for example. has a two to three <br />year life has an annual capital cost of $5,000-7,000. <br /> <br />The vehicle needs to carry water, hose. equipment, air tanks, foam, etc.; <br />and transport eight firefighters inside an enclosed cab. It needs a short <br />turning radius to negotiate narrow spaces in apartment complexes and cui- <br />de-sacs. Some control panels should be located inside the cab to avoid <br />firefighter injury due to motorists not giving right-of-way to fire personnel. <br /> <br />Fire Chief Mark Frieden introduced the team members who developed the <br />specifications. He supports the replacement of the 23 year old pumper, <br /> <br />Council commended the firefighters in developing the specifications. <br /> <br />The proposed changes include: 2.5% wage increase effective 111 /92; <br />$20/month increase in City contribution towards health insurance effective <br />1/1/92 and additional $20/month increase effective 7/1/92; establishment <br />of first line supervisor title of Corporal; and Detective and Corporal <br />assignment pay increased to $185 per month effective 111/92 and <br />$15/month increase effective 1/1/93. <br /> <br />One addition to the contract is a new skills, education and longevity <br />framework (SELF) Program which awards incentive pay based on a <br />combination of skills and education and longevity. Participation is voluntary <br />for existing employees and mandatory for hires after 311 /92. It will <br />eventually replace the long standing program of longevity pay. The <br />program requires ongoing effort and self improvement which benefits both <br />the department and the officer. Special skills certificates can be earned for <br />languages, being an instructor. investigative and interviewing skills and <br />other training. Both management and staff are very excited about the SELF <br />Program. Council agreed the program is very innovative. <br /> <br />Motion by Gunderman, seconded by Larson, to APPROVE THE MASTER <br />LABOR AGREEMENT BETWEEN THE CITY OF NEW BRIGHTON AND LAW <br />ENFORCEMENT LABOR SERVICES, INC. LOCAL NO.1 13 AS AMENDED <br />FOR THE PERIOD OF JANUARY 1. 1992 THROUGH DECEMBER 31, 1992; <br />AND AUTHORIZE MAYOR AND CITY MANGER TO EXECUTE. <br /> <br />5 Ayes - 0 Nayes, Motion Carried, <br /> <br />Council Business <br /> <br />Replacement Fire <br />Vehicle <br />Report 92-088 <br />Resolution 92-041 <br /> <br />Police Union <br />Contract <br />Report 92-089 <br />
