The sidewalk would provide a six <br />foot boulevard space between the sidewalk and future curb when County <br />Road H is widened. The City's intent is to place the sidewalk in a <br />permanent location that would match a future State Aid street, At this <br />time, Ramsey County has no immediate plans to upgrade County Road H. <br /> <br />Also included is a 200 foot retaining wall, two to four feet in height, built of <br />Keystone block. A permanent easement from two residents is required to <br />construct the wall. and temporary slope easements will be needed from all <br />residents along the sidewalk. A few hedges and trees will be removed and <br />staff will work with the residents to replace or transplant them. <br />Construction will begin in June and completion sometime in August. <br /> <br />The affected residents support the project. but noted concern of traffic <br />speeds on County Road H. <br /> <br />Ramsey County feels if the sidewalk was built along the right-of-way line of <br />County Road H, it would be in a permanent location and would not be <br />relocated with future road work, They will evaluate the speed levels, and <br />sign and stripe the crosswalk at County Road Hand Edgewood Drive. <br /> <br />Since County Road H is not constructed to State Aid standards, the City <br />applied for a variance from State Aid Rules to allow State Aid funds to be <br />used for the project. The MSA Variance Board will review the request on <br />March 26. If the variance is denied, staff recommends the $48,000 project <br />cost be financed by a property tax levy spread over five years. <br /> <br />Rebelein asked if consideration was given to placement _ of a stop sign at <br />Edgewood Drive. Proper said the area was studied and because the road <br />curves, a motorist could override an upcoming stop sign and create a <br />hazardous situation. Staff proposes school crosswalk signs and yellow <br />striping at the intersection. Staff was requested to review options for <br />traffic control at Edgewood Drive and County Road H. <br /> <br />Motion by Gunderman, seconded by Williams, to WAIVE THE READING <br />AND ADOPT THE RESOLUTION ORDERING CONSTRUCTION OF A <br />SIDEWALK ON COUNTY ROAD H BETWEEN LONG LAKE ROAD AND <br />EDGEWOOD DRIVE. <br /> <br />5 Ayes - 0 Nayes, Motion carried. <br /> <br />Childs presented the agreement for environmental legal services with <br />Fredrikson and Byron, Inc. <br /> <br />Since 1981 the City has had an ongoing need for specialized legal counsel <br />to deal with groundwater contamination and ensuing legal action against <br />the U.S. Department of Defense. Throughout the process the City's key <br />Counsel has been John Drawz. During this period.
