<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />February 11, 1992 <br /> <br />Page 4 <br /> <br />CounGil Business, continued <br /> <br />The four courts have deteriorated to a point where they are unplayable. <br />One of the courts was removed five years ago and the remaining were <br />abandoned last fall. <br /> <br />The Park Board and residents met to discuss whether to build new courts <br />at Hansen or relocate the courts to Driftwood Park. The consensus was <br />to build new courts at Hansen. The Park Board supports the idea, even <br />though, the costs will be higher due to the park's poor soil conditions. <br /> <br />The Engineering Department prepared plans to locate the new courts on <br />the site of the existing free skating area. The free skating area will be <br />relocated to the old tennis court site. While soils are poor in most of the <br />park, this configuration helps keep soil correction to a minimum and <br />functions well with other park facilities. The fill from the existing courts <br />cannot be used for the new courts due to the soil borings revealing frost <br />susceptibility. There will be opportunity to evaluate fill alternatives before <br />the bid is awarded. <br /> <br />Anderson feels two courts will be sufficient. If there appears a need for <br />additional courts, new courts could be built at Driftwood or the Highview <br />courts could be upgraded in conjunction with the school district. <br /> <br />Anderson said the peat will be removed and replaced with clean granular <br />fill. The court's shallowest point will require about one foot of fill, and the <br />deepest point on the easterly edge would require about six feet. <br /> <br />Gunderman asked if the addition of new fill will reduce the chance of a <br />similar problem occurring. Engineering has done careful studies of the soil <br />borings and are convinced it is not a terrible situation to remediate and is a <br />good foundation to build on. <br /> <br />Les Proper, City Engineer, said the area requires a more complicated <br />construction procedure. Soil engineers will verify that all the poor material <br />is removed and proper compaction of fill is used. <br /> <br />The cost for building two new courts is estimated at $105,000. The <br />Capital Improvement Plan contains $65,000 for the project. The <br />additional costs are due to the fill needed at the new location. <br /> <br />Gunderman asked if the contingency plan will provide the needed <br />additional cost. Anderson said the budget decision will be made by <br />Council at the time the bid is awarded. He noted that other park projects <br />will be deferred in order to provide for the project. <br /> <br />Motion by Benke, seconded by Larson, to APPROVE PLAN FOR <br />RELOCATING HANSEN PARK TENNIS COURTS AND AUTHORIZE STAFF <br />TO PERFORM FINAL PLAN AND ADVERTISE FOR BIDS. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Council Business <br /> <br />Hansen Park <br />Tennis Courts <br />Report 92-043 <br />
