<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />February 1 1, 1992 <br /> <br />Page 5 <br /> <br />Announcements and Uodates <br /> <br />The Council welcomed Barbara Jeanetta, Assistant to the City Manager, <br />to the City. <br /> <br />The Ramsey County League of Local Governments (RCLLG) came to some <br />consensus regarding their response to the Ramsey County Local <br />Government Service Study Commission Report (RLGSSC). Concern was <br />noted in regards to cost shifts to suburbs which may not receive <br />considerable benefit from the services. It was recommended that the <br />County and cities form some sort of a joint powers agreement relating to <br />the proposed merger of both the library and the Public Health functions. <br />Williams said New Brighton may want to take some sort of action at a <br />future meeting. <br /> <br />Rebelein said the suburbs will receive large cost shifts if both the Public <br />Health and Library Systems were merged. Williams said the RCLLG is not <br />against shifting some costs to the suburbs, that is if the suburban <br />population benefitted from these services. One recommendation is to <br />allocate cost shares by population. <br /> <br />Rebelein said the Ramsey County Charter Commission reviewed the <br />RLGSSC Report. They found it to be consistent with the Charter's <br />objectives, however, the procedures are not. The Commission feels the <br />results are not objectionable at this time, but if similar projects are <br />undertaken in the future they should be funded by the Legislature. <br /> <br />Announcements <br />and Uodates <br /> <br />Barb Jeanetta <br /> <br />Consolidation <br />Study <br /> <br />Charter <br />Commission <br /> <br />The Senior Citizen Center Task Force will meet February 12. The major Senior Center <br />agenda item is to review potential sites. <br /> <br />The North Suburban Cable's new Roseville facility is receiving large public Cable Facility <br />interest in their programs and services. <br /> <br />The League of Minnesota Cities' (LMC) office space problems are coming LMC Offices <br />closer to being resolved. The LMC Board will review several alternatives <br />next week.
