<br />l <br /> <br />_I <br /> <br />I <br /> <br />COUNCIL PROCEEDINGS <br /> <br />CITY OF NEW BRIGHTON <br /> <br />Pursuant to notice thereof, a regular meeting of the New Brighton City Council was held Tuesday, <br />January 28, 1992, at 7:30 p.m. in the municipal building, 803 Fifth Avenue NW. <br /> <br />Present: <br /> <br />Mayor Benke, Councilmembers Gunderman, Larson, Rebelein and Williams. <br /> <br />Absent: <br /> <br />None <br /> <br />Also Present: <br /> <br />David Childs, City Manager <br />Margaret Egan, Finance Director <br />Charlie LeFevere, City Attorney <br />Kevin Locke, Community Development Director <br />Les Proper, City Engineer <br /> <br />Council Aaenda <br /> <br />Motion by Gunderman, seconded by Williams, to APPROVE THE COUNCIL <br />AGENDA. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Council Minutes <br /> <br />Motion by Williams, seconded by Larson, to WAIVE THE READING AND <br />APPROVE THE JANUARY 14, 1992, COUNCIL MEETING MINUTES. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Commission Minutes - None <br /> <br />50ecial Order of Business <br /> <br />Finance Director Margaret Egan said the City was awarded the Certificate <br />of Achievement for Excellence in Financial Reporting. The award is the <br />result of several years of effort from the Finance staff. <br /> <br />Council commended the Finance staff for their efforts and presented a <br />plaque of appreciation to Gerri Harrier, Dave Mumm and Egan. <br /> <br />Mayor Benke presented the 1992 State of the City Address. <br /> <br />Each year, we traditionally pause for a few moments to consider the state <br />of our City affairs. I don't recall having gone head to head against the <br />President's State of the Union address before, but perhaps the contrast is <br />worth considering. Without question, the management of national affairs <br />is a task that mayors and councilmembers can only pretend to <br />comprehend. Nevertheless, we are in the same business. We've <br />volunteered to serve our friends and neighbors by leading our respective <br />units of governments. <br /> <br />So how is the country doing? Let's leave that for comment after the <br />President's address. How is the City doing?
