CONSIDERATION OF APPROVAL OF MASTER LABOR <br />AGREEMENT BETWEEN THE CITY OF NEW BRIGHTON AND <br />TEAMSTERS PUBLIC AND LAW ENFORCEMENT EMPLOYEES <br />UNION, LOCAL NO. 320 AS AMENDED FOR THE PERIOD OF <br />JANUARY 1, 1992, THROUGH DECEMBER 31, 1992; AND <br />AUTHORIZE THE MAYOR AND CITY MANAGER TO EXECUTE. <br /> <br />4 Ayes - 0 Nayes, Motion Carried. <br /> <br />Public Hearina - None <br /> <br />Council Business <br /> <br />Maurie Anderson, Park and Recreation Director, said the City was <br />contacted by St. John the Baptist School Parents Organization regarding <br />a cooperative effort to provide additional playground equipment in <br />Veterans Park. The group has raised about $1,700 to date for the <br />equipment. <br /> <br />Anderson said there is $2,000 remaining in the 1991 Community <br />Involvement Fund and recommends it be designated for this purpose. <br />Sunnyside School will submit a similar request for the 1992 funds. <br /> <br />Motion by Gunderman, seconded by Larson, to AUTHORIZE STAFF TO <br />SPEND UP TO $2,000.00 FROM THE 1991 COMMUNITY <br />INVOLVEMENT FUND FOR IMPROVEMENTS AT VETERANS PARK. <br /> <br />4 Ayes - 0 Nayes, Motion Carried. <br /> <br />Announcements and Uodates <br /> <br />The new Pioneer Press Representative for New Brighton is Ben Chanco. <br /> <br />Consent Aaenda <br /> <br />Doherty's Pizza <br />Licenses <br />Report 92~014 <br /> <br />Public Works Union <br />Contract <br />Report 92~015 <br /> <br />Council Business <br /> <br />Community <br />Involvement Funds <br />Report 92-009 <br /> <br />Announcements & <br />Uodates <br /> <br />Pioneer Press <br /> <br />The 11.5 acre parcel at 10th St. and 5th Ave. NW received clearance <br />from bankruptcy court to proceed with its donation to the City. A Land Donation <br />portion of the site is wetland, however, the buildable area is about 3.5 to <br />5 acres. The environmental assessment found no evidence of <br />contamination. The County as set its estimated market value at <br />$480,000. The City would pay $77,000 in back taxes to acquire the <br />parcel, and a majority of this amount will be returned to the City in the <br />form of property taxes. The City's actual cash cost would be about <br />$25,000. The parcel is part of the downtown redevelopment project and <br />tax increment financing will be used to pay the back taxes. The EDC <br />strongly supports the transaction. The resolution accepting the donation <br />will be brought before the Council on January 28. <br />
