CONSIDERATION OF APPROVAL OF MASTER LABOR AGREEMENT BETWEEN THE CITY OF NEW BRIGHTON AND TEAMSTERS PUBLIC AND LAW ENFORCEMENT EMPLOYEES UNION, LOCAL NO. 320 AS AMENDED FOR THE PERIOD OF JANUARY 1, 1992, THROUGH DECEMBER 31, 1992; AND AUTHORIZE THE MAYOR AND CITY MANAGER TO EXECUTE. 4 Ayes - 0 Nayes, Motion Carried. Public Hearina - None Council Business Maurie Anderson, Park and Recreation Director, said the City was contacted by St. John the Baptist School Parents Organization regarding a cooperative effort to provide additional playground equipment in Veterans Park. The group has raised about $1,700 to date for the equipment. Anderson said there is $2,000 remaining in the 1991 Community Involvement Fund and recommends it be designated for this purpose. Sunnyside School will submit a similar request for the 1992 funds. Motion by Gunderman, seconded by Larson, to AUTHORIZE STAFF TO SPEND UP TO $2,000.00 FROM THE 1991 COMMUNITY INVOLVEMENT FUND FOR IMPROVEMENTS AT VETERANS PARK. 4 Ayes - 0 Nayes, Motion Carried. Consent Aaenda Doherty's Pizza Licenses Report 92~014 Public Works Union Contract Report 92~015 Council Business Community Involvement Funds Report 92-009 Announcements & Uodates Pioneer Press The 11.5 acre parcel at 10th St. and 5th Ave. NW received clearance from bankruptcy court to proceed with its donation to the City. A Land Donation portion of the site is wetland, however, the buildable area is about 3.5 to 5 acres. The environmental assessment found no evidence of contamination. The County as set its estimated market value at $480,000. The City would pay $77,000 in back taxes to acquire the parcel, and a majority of this amount will be returned to the City in the form of property taxes. The City's actual cash cost would be about $25,000. The parcel is part of the downtown redevelopment project and tax increment financing will be used to pay the back taxes. The EDC strongly supports the transaction. The resolution accepting the donation will be brought before the Council on January 28.
