\1

1

I

Council Meeting Minutes
December 10,1991

Page 4

Council Business, continued

City Engineer Les Proper presented bids for Granular Activated Carbon
(GAC) for the water treatment facility.

Calgon Carbon Corporation submitted the only bid to remove spent GAC
and install up to 520,000 Ibs. of virgin GAC. The $553,770 bid would
provide three change-outs which equal three years of operation. Calgon is
a large and reputable company and supplied the initial GAC supply.

Proper said that disposal problems for spent carbon, the high levels of
contaminates in our water and the EPA's processing requirements may
have discouraged other firms to enter bids. The Army will reimburse the
City for the carbon per the settlement agreement. Bid acceptance is
subject to receipt of environmental forms pertaining to spent GAC.

Motion by Gunderman, seconded by Larson, to APPROVE THE CALGON
CARBON CORPORATION BID FOR PROCUREMENT OF GRANULAR
ACTIVATED CARBON FOR THE NEW BRIGHTON WATER TREATMENT
FACILITY IN THE AMOUNT OF $553,770, SUBJECT TO RECEIPT OF THE
ENVIRONMENTAL FORMS.

4 Ayes - 0 Nayes, Motion Carried.

Proper presented for consideration the advertisement for bids to eliminate
the old Lift Station #10.

Lift Station #10 is one of the oldest stations and is located at the
intersection of Old Highway 8 and 14th Street NW and serves the area
east of Long Lake. In 1987, installation of the interceptor sewer on the
Miller property provided means to eliminate the station. The elimination
was to be performed in 1994, but was accelerated due to recent
expensive breakdowns which required temporary emergency repairs.

The project cost is $125,000 and is paid through sewer user fees. The
project is suitable for winter or spring construction and should attract
some good bids. Bids will be opened on January 17, 1992.

Motion by Gunderman, seconded by Larson, to AUTHORIZE THE
ADVERTISEMENT FOR BIDS FOR THE ELIMINATION OF OLD LIFT
STATION #10, PROJECT 92~7.

4 Ayes - 0 Nayes, Motion Carried.

Rebelein received a comment from a resident who commended the efforts
of the New Brighton snow removal crew during the recent snowstorms.

Proper gave a status report of the City's snow removal efforts.

Council Business

Bids for GAC
Procurement
Report 91-260

Elimination of Lift
Station #10
Report 91-261

Snow Removal
Update
