The storm's rapid onset <br />stranded many vehicles in the streets and made snowplowing difficult. <br /> <br />Presently, the sidewalks are passable and in good shape, but some <br />sidewalk segments are not open. Because of site distance problems, <br />Ramsey County continues to work on Silver Lake Road to maintain road <br />widths. City crews continue to remove snow from cul.de-sacs and <br />maintain the roadways. <br /> <br />The majority of resident calls included: mailbox damage, snow pushed <br />into driveways, undelivered mail, sod damage, and sidewalk cleanup. The <br />City has a policy regarding replacing or repairing mailboxes which were <br />damaged by a City vehicle. Crews will be busy replacing sod this Spring. <br /> <br />Childs stressed the need for residents to keep neighborhood fire hydrants <br />visible and accessible. <br /> <br />Rebelein asked if driveover curbing creates problems for a snowplow. <br />Proper said the low profile of driveover curbs cause a snowplow to ride <br />over the curb and damage sod. Rebelein suggested future discussion <br />regarding. the use of ,driveover curbing. Larson agreed that neighborhoods <br />with driveover curbs receive more sod damage. <br /> <br />Childs presented an update on the Ramsey County Local Government <br />Services Study Commission (RCLGSSC). <br /> <br />The 1991 Legislative Session created a 25 member commission to review <br />consolidation of certain local government service systems. Study areas <br />include: public works, police, libraries, public health and prosecution. <br /> <br />The Commission favors a regional library system and consolidation of the <br />Ramsey County and St. Paul systems. Childs said school libraries were <br />absent from the discussion, and feels the connection between county, city <br />and school libraries should be studied further. <br /> <br />Also recommended is the consolidation of the St. Paul and Ramsey <br />County Public Health Departments. Childs noted the importance of multi <br />county efforts and stressed that county boundaries should not be the <br />limiting factor. <br /> <br />Police consolidation recommendations are: dispatch, crime lab, bomb <br />squad, and SWAT team. New Brighton currently contracts for many of <br />these functions, but consolidation could increase costs for suburbs. <br /> <br />The public works recommendation involves reclassification of county <br />roads to city streets. This would impose to cities the maintenance of the <br />roadways.
