NO REPORT <br /> <br />2. <br /> <br />CONSIDERATION OF APPROVAL FOR EXEMPTION FROM LAWFUL <br />CHARITABLE GAMBLING LICENSE FOR ST. JOHN THE BAPTIST <br />CHURCH SPAGHETTI DINNER AND RAFFLE. <br /> <br />3. <br /> <br />CONSIDERATION OF APPROVAL OF FOOD ESTABLISHMENT AND <br />ON-SALE BEER LICENSE FOR DOHERTY'S PIZZA, 343 OLD <br />HIGHWAY 8. <br /> <br />5 Ayes ~ 0 Nayes, Motion Carried. <br /> <br />Public Hearina - 7:53-8:50 p.m. <br /> <br />City Manager Dave Childs presented the 1992 Budget and Tax Levy. <br />Each year a set of goalS and objectives are identified and the five year <br />financial plan and operation plan are developed. In May, the plans are <br />reviewed and the annual budget process begins. <br /> <br />Childs said New Brighton's symbols of success are closely related to the <br />City's financial achievements. The proposed 1992 Budget will continue all <br />existing programs and allow for the addition of computer assisted <br />dispatching for public safety and expansion of the sealcoating program. <br /> <br />In 1992, the City will need additional taxes to replace the $150,000 loss <br />of State aid and $93,100 for street improvement costs. The proposed <br />1992 net levy is $1,978,100. and is $14,000 less than the original levy <br />amount submitted to Ramsey County in September. New Brighton's fiscal <br />disparities revenues were reduced due to Minneapolis and St. Paul's <br />decreased commercial property values. <br /> <br />Property taxes, state aids, customer charges and other sources are used <br />to finance the budget. One dollar of property taxes is divided into: 130- <br />New Brighton, 500 - school district, 330 - Ramsey County and 40 - area <br />programs. New Brighton's tax rate for the city share of property taxes is <br />the second lowest among 31 metro cities with population over 20.000. <br /> <br />Finance Director Margaret Egan said Ramsey County determines property <br />values by inspection and by evaluation of recent sales ratios.
