Childs said decisions were made <br />in the past to develop our park system by referendum and fund park <br />programs through user fees. Property taxes fund the maintenance of the <br />parks. Benke said park systems are important to City spirit and property <br />values. <br /> <br />Walt Witzke, 771 Emerald Drive, ask if street improvements will cause a <br />continual increase in property taxes. Benke said the City reinvests in the <br />continual upkeep of streets, and improvements are made in such a way so <br />that improvement bonds are paid off before new bonds come on line. <br />There is a program for seniors to defer street improvement assessments. <br /> <br />Regarding a volunteer police department, Childs said this is an interesting <br />concept, but would be difficult due to State requirements. However, the <br />City does utilize the volunteer forces of Police Reserves and Explorers. <br /> <br />Egan entered into the permanent record correspondence from Mr. and <br />Mrs. Lipinski, Cindy Murlowski, and Henry Murlowski. <br /> <br />Williams noted that one increase in the budget is the cost to conduct the <br />1992 General Election which cities are required to fund. This includes the <br />1992 Presidential Primary, which is purely a political event. <br /> <br />Motion by Williams, seconded by Rebelein, to CLOSE THE HEARING. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Motion by Gunderman, seconded by Rebelein, to WAIVE THE READING <br />AND ADOPT THE RESOLUTION ESTABLISHING THE 1992 ANNUAL <br />BUDGET AND CERTIFYING THE TAX LEVY. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />City Engineer Les Proper presented a petition from 11 residents regarding <br />installation of "No Parking" signs on 6th Street NW between 1 st and 5th <br />Avenues NW. The petition states that employees, visitors and tenants of <br />the businesses on 5th Avenue and County Road E-2 are parking on 6th <br />Street and blocking driveways and sidewalks. <br /> <br />In February, a similar petition was received from residents of 4th Avenue. <br />In response, a two hour parking limitation was enforced from 8:00 a.m. to <br />7:00 p.m., Monday through Friday on 4th Avenue between County Road <br />E-2 and 6th Street. The limitation has been effective, but the parking <br />problem has apparently been relocated somewhat to 6th Street. <br /> <br />Staff recommends a similar parking limitation to include 6th Street from <br />5th Avenue to the alley between 4th Avenue and 3rd Avenue NW.
