Staff found there is adequate parking for the number of
employees, however, snow storage and the absence of striped stalls on
the 530.-5th Avenue parking lot contribute to the existence of on-street
parking. The City will work with the businesses to resolve the parking
problems.

Larson asked if the new signs will push the parking problem further east.
Proper feels there is a limit to how far away people will park. The new
parking lot at Zeos should help alleviate the problem.

Benke feels a long term solution is needed. Childs said at the time the
first petition was received, Zeos had 300 employees now there are 700
employees and continues to grow.

Williams asked if Zeos has considered a remote parking lot with a shuttle
bus for employees. Benke verified that Zeos is reviewing this option.

Two area residents said the problems have been on-going for four years.
Also, there have been problems with Alcoholic Anonymous building on
Tuesday nights. Larson suggested increasing the restriction to 9:00 p.m.

Motion by Larson, seconded by Williams, to WAIVE THE READING AND
ADOPT THE RESOLUTION ORDERING THE INSTALLATION OF "TWO
HOUR PARKING, 8 AM TO 9 PM, MONDAY THROUGH FRIDAY" SIGNS
ON 6TH STREET NW FROM 5TH AVENUE NW AND THE ALLEY
BETWEEN 4TH AVENUE AND 3RD AVENUE.

5 Ayes - 0 Nayes, Motion Carried.

Motion by Gunderman, seconded by Benke, to SCHEDULE THE
FIFTEENTH ANNUAL TOWN HALL MEETING ON SATURDAY, MARCH 21,
1992.

5 Ayes - 0 Nayes, Motion Carried.

Childs said the staffs of Ramsey County, St. Paul and the suburban
communities developed a cooperative approach to handling problems and
issues relating to redevelopment and economic development within
Ramsey County and the East Metro area.

This effort grew from a disagreement between Ramsey County and the
suburban communities relating to the Ramsey County Board's legislative
policy on Tax Increment Financing (TIF). Because of the policy, the
communities and the County met and explored areas of common interest
and needs for economic development. Worksessions were held and a joint
policy statement was created. All communities involved have been asked
to support the efforts continuation.

Benke feels the cooperative effort benefits all Ramsey County cities.

Council Business

No Parking Signs
Report 91-246
Resolution91-104

Town Hall
Meeting
Report 91-247

Co-op Planning
Ramsey County
Cities - Econ Oev
Report 91 ~248
Resolution91-105
