<br />1 <br /> <br />I <br /> <br />1 <br /> <br />Council Meeting Minutes <br />November 26, 1991 <br /> <br />Page 5 <br /> <br />Council Business. continued <br /> <br />Motion by Gunderman, seconded by Larson, to WAIVE THE READING <br />AND ADOPT THE RESOLUTION OF SUPPORT TO PARTICIPATE IN THE <br />PLANNING PROCESS FOR ECONOMIC REDEVELOPMENT OF THE <br />RAMSEY COUNTY EAST METRO AREA. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Rebelein said the North Suburban Cable Commission is asking the cities <br />they serve to take action on two cable related issues. <br /> <br />The Federal Communications Commission (FCC) is considering re~ <br />establishing technical standards for cable systems. The standards relate <br />to signal quality and testing requirements and would enable cities to <br />enforce minimum standards. This effort has received wide support. <br /> <br />The Cable Consumer Protection Act would allow control of cable <br />companies rate increases. For our ten cities, rates increased 131 %, from <br />$9.95/month in 1986 to $22.95/month, effective December 1991. <br /> <br />Originally, the Cable Commission had authority to regulate rates, however, <br />legislation removed that authority. The cable companies have functioned <br />without competition and this caused rates to increased faster than <br />warranted by the market. The Act requires the FCC to establish minimum <br />technical standards and allow local franchising authorities to establish <br />higher standards in their region and create opportunity for competitive <br />bidding. <br /> <br />The Commission has discussed concerns of programming content, <br />unfortunately, the Commission has limited control over the matter. <br /> <br />Motion by Gunderman, seconded by Williams, to DIRECT STAFF TO <br />PREPARE COMMUNICATIONS TO THE FEDERAL COMMUNICATIONS <br />COMMISSION AND NEW BRIGHTON'S CONGRESSIONAL DELEGATION <br />REGARDING CABLE TELEVISION ISSUES. <br /> <br />5 Ayes. 0 Nayes, Motion Carried. <br /> <br />Childs summarized the recommendations of the Ramsey County <br />Commissioners and Ramsey County District Court Judges regarding the <br />issues of a suburban court facility in Ramsey County. <br /> <br />The recommendations include: construction within approximately 3 years <br />of a single court facility near 1~694 and Rice Street; closure of the New <br />Brighton City Hall court facility; reimburse the City of New Brighton for <br />the costs of that portion of City Hall ~hich held the County court; and <br />improve the booking process for the (suburban Police departments. <br /> <br />I <br />Benke said he supports the procesf but is concerned about the idea of a <br />single suburban service center. .... <br /> <br />Council Business <br /> <br />Ramsey Co.
