<br />1 <br /> <br />1 <br /> <br />1 <br /> <br />Council Meeting Minutes <br />October 8, 1991 <br /> <br />Page 3 <br /> <br />Council Business <br /> <br />City staff, Harstad Companies, Mn/DOT and the Federal Highway <br />Administration met to develop a landscape proposal for the berm. Upon <br />receiving input, a landscape and soundwall plan was developed and is <br />now being reviewed by all parties. <br /> <br />The soundwall would reduce noise generated from 1-694 and would be <br />constructed of timber and plank. It would be 6 feet high at the easterly- <br />most point and 1 5 feet high at the westerly-most point and extend 290 <br />feet. A landscaped earth berm would accompany the wall. The plan was <br />accepted by the City Forester and the State, and the Federal Highway <br />Administration is now reviewing the plan. <br /> <br />Williams questioned whether the Ash tree is an appropriate species for the <br />area. Gerald Floden, Utleig Engineers, said the Ash tree is not being <br />planted for noise abatement but for decoration and screening. Mr. <br />Harstad suggested replacing the Ash with White Pine. Williams agreed <br />the White Pine would provide a year-around buffer to the homes. <br /> <br />Harstad said the State's requirement to replace current vegetation with an <br />equal value landscaping has caused him to pay a tremendous amount to <br />landscape the State right-of~way. <br /> <br />Motion by Gunderman, seconded by Larson, to APPROVE THE <br />LANDSCAPE PLAN, EARTH BERM. AND SOUNDWALL FOR THE AREA <br />ALONG 1-694 ADJACENT TO THE INNS BRUCK NORTH ~ NEW BRIGHTON <br />5TH ADDITION DEVELOPMENT: SUBJECT TO FURTHER <br />CONSIDERATION OF THE TREE SPECIES. <br /> <br />4 Ayes ~ 0 Nayes, Motion Carried. <br /> <br />Mattila presented the interior landscape plan for Wexford Heights. <br /> <br />The plans call for a combination of coniferous (Pines, Colorado Blue <br />Spruce, and Black Hills Spruce) and deciduous trees (Summit Ash, Spring <br />Snow Crabs, and Emerald Lustre Maple). The tree species have been <br />reviewed by the City Forester as appropriate. Several of the Phase I trees <br />have been planted and a landscape plan for Phase II is forthcoming.
