Mr. Sanders
noted the difficulty in selecting a species not susceptible to disease, but
the plan emphasizes the less sensitive species. Williams said a diversity
of species helps to guard against the total loss that could result in a single
species being wiped out by disease.

Williams strongly suggested replacing the silver maple with a slower
growing, larger stock tree.

The New Brighton Chamber of Commerce and the Economic Development
Commission (EDC) recommended approval of the entrance landscape plan
and Alternative" A" entrance monument design. Larson noted the EDC's
concern that the ball on the monument feature may be prone to
vandalism. Locke said the design will be reviewed.

Motion by Gunderman, seconded by Williams, to ACCEPT THE OLD
HIGHWAY 8 GREENWAY CORRIDOR LANDSCAPING PLANS AND
ENTRANCE FEATURE PLAN AS PRESENTED BY SANDERS, WACKER,
WEHRMAN, BERGLY, AND AUTHORIZE ITS IMPLEMENTATION WITH THE
ADDITIONS SUGGESTED BY COUNCILMEMBER WILLIAMS.

4 Ayes ~ 0 Nayes, Motion Carried.

Childs said a petition was received from County Road H residents
requesting the sidewalk be extended east of Long Lake Road to 14th
Avenue NW on the south side of County Road H due to the reopening of
Edgewood Middle School.

Previously, staff researched the need for a sidewalk because of
Edgewood's reopening and recommended a pedestrian crosswalk at Long
Lake Road with the sidewalk on the Mounds View side of County Road H.
The recommendation was sent to Mounds View, but they felt there was
not a significant number of pedestrians to justify a sidewalk at that time.

Staff recommends receipt of the petition and ordering of a feasibility
study. The study will consider all locations and involve the City of
Mounds View.

Motion by Gunderman, seconded by Larson, to RECEIVE THE PETITION
FOR SIDEWALK ON COUNTY ROAD H BETWEEN LONG LAKE ROAD AND
14TH AVENUE AND ORDER AN ENGINEERING FEASIBILITY STUDY.
4 Ayes ~ 0 Nayes, Motion Carried.

Finance Director Margaret Egan presented recommendations for the 1992
maximum allowable levy.

The annual budget is the official statement of City services and involves a
fairly elaborate review of needs, consideration of alternatives, and
financial strategy development.

Council Business

Old Highway 8
Greenway Plan
Report 91 ~183

Sidewalk
Extension for Co.
Rd.
