<br />,I <br /> <br />.t <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />June 10, 1991 <br /> <br />Page 3 <br /> <br />Council Business. continued <br /> <br />Staff presented four options: Option 1 - a 32' width street and removal of <br />trees which conflict with the design; Option 2 - a 28' width street, saving <br />some trees but removing the oak tree and all median trees; Option 3 - <br />save the median by splitting the new roadway; Option 4 - a 28' width <br />street with a jog in the curbing down to 22' to save the oak tree. <br /> <br />Staff feels Option 4 provides sight visibility, saves the oak tree and <br />involves low maintenance. Some residents feel Option 4 facilitates a loss <br />of an amenity in the neighborhood. Even though, Option 4 does not have <br />uniform support, given the lack of consensus, staff feels it is appropriate. <br /> <br />The City Forester feels the oak tree can be saved, and suggests the <br />installation of a temporary fence during construction to minimize damage. <br /> <br />Proper feels because Valley View is a public street. the City should have <br />input in its roadway design. He noted past problems with snow plowing <br />and street sweeping in that area around the old cul-de-sac. <br /> <br />Anne Skogstrom, 2837 Valley View, supports Option 3 and feels <br />removing the low lying brush would alleviate visibility problems. She <br />asked if the new curb and gutter would channel runoff to the cul.de-sac at <br />the bottom of the hill. Proper confirmed that drainage will flow over the <br />curb and into the cul-de-sac catch basins. Cutting the brush may help <br />visibility. but he feels children should not play on the median. <br /> <br />Rebelein asked if designating the road as a one-way is feasible. Ms. <br />Skogstrom noted traffic had been routed one way, but currently the <br />majority travel on the south side of the median. Some non-residents use <br />the median as a turnaround. Proper said the road could be narrowed and <br />signed "One Way", but traffic would still need to drive around the median <br />and then re-enter the roadway at a right-angle. <br /> <br />Benke feels Option 4 provides a better design with improved visibility. <br /> <br />Brenda Buckley, 2807 Valley View, supports Option 3 because it <br />preserves the aesthetic nature of the neighborhood. <br /> <br />Erica Skogstrom, 2837 Valley View, had played on the median as a child <br />and never seen a child hurt in an accident. <br /> <br />Chuck Kelly, 2784 Valley View, supports Option 4 and said he is definitely <br />not trying to gain additional property by supporting this option. <br /> <br />Bob Tenney, 2774 Valley View, supports Option 4 and said the median is <br />continually littered with cans and is never maintained. <br /> <br />Bob Comer. 2910 Valley View, feels the old cul.de-sac is very unsafe and <br />snowplows have much difficulty in getting around the corner. <br /> <br />Candy Thompson, 2758 Valley View, feels removing the brush may <br />remedy the problem. <br /> <br />Council Business <br /> <br />Final Design of <br />West Portion of <br />Valley View <br />Report 91-133 <br />
