<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />May 28, 1991 <br /> <br />Page 1 0 <br /> <br />Council Business. continued <br /> <br />Motion by Benke, seconded by Williams, to APPROVE THE FINAL <br />FEASIBILITY REPORT FOR INTERSECTION IMPROVEMENTS AT COUNTY <br />ROAD D AND CLEVELAND AVENUE WITH THE EXCEPTION THE COSTS <br />TO NEW BRIGHTON FOR THE COUNTY ROAD D/LONG LAKE ROAD <br />SIGNAL IS NOT ACCEPTABLE AND DIRECT PURSUANT OF EITHER A <br />THREE-LEGGED INTERSECTION OR MUNICIPAL STATE AID VARIANCE. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Proper presented bids for the City's cold vehicle storage building. The <br />City's architect, Norm Wells, prepared two scenarios: Scenario A (asphalt <br />floor in unheated area); Scenario 8 (concrete floor throughout building). <br /> <br />The cost estimate for a metal frame building is $155,000 and includes <br />$8,500 for architect fees and $6,000 for watermain installation and <br />landscaping. Scenario A bid is $3,500 below estimate and Scenario B is <br />$10,000 above estimate. Staff recommends Scenario B with a concrete <br />floor because it provides a much superior facility for the price difference. <br /> <br />Norm Wells investigated the project quite thoroughly because of the <br />limited budget. He feels Scenario 8 has more flexibility and provides for <br />future expansion. <br /> <br />Motion by Gunderman, seconded by Larson, to APPROVE THE BIDS FOR <br />THE VEHICLE STORAGE BUILDING, PROJECT 90-9, WITH THE <br />CONCRETE FLOOR THROUGHOUT BUILDING, SCENARIO B, IN THE <br />AMOUNT OF $150,670.32. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Benke presented proposed amendments to the League of Minnesota Cities <br />Constitution and By-laws which will be voted on at the Annual Meeting. <br /> <br />The changes involve: consolidation of the Tri-annual Dues and Services <br />Committee with the Annual Budget Committee; creation of second Vice- <br />President position; mOdifying of due setting language to allow the Board to <br />annually increase dues up to 10%; and amend by-laws to provide for Ex- <br />officio Board seats for the Coalition of Greater Minnesota Cities and <br />Minnesota Association of Small Cities. <br /> <br />Benke will recommend the creation of a strategic planning committee to <br />follow up on work done in 1991 and to look at the way the board is <br />constituted. Benke confirmed New Brighton has one vote at the meeting. <br /> <br />Announcements and Uodates <br /> <br />Childs said the recent changes in State aid will be published in an <br />upcoming City newsletter. The proposed aid reduction is about 1/10 of <br />what the original Governor's proposal.
