Motion Carried. <br /> <br />Proper presented the feasibility report for intersection improvement at <br />County Road 0 and Cleveland Avenue. The reconstruction option of the <br />draft feasibility report has been recommended by Ramsey County and <br />approved by the New Brighton, Arden Hills and Roseville City Councils. <br /> <br />One major project change is the addition of a second traffic signal at <br />County Road 0 and long lake Road across from Interstate Corporate <br />Centre. The change would increase New Brighton's share by $25.000. <br /> <br />The policy for cost sharing on traffic signals is based on the number of <br />entering legs. At this intersection Ramsey County would have 50% for <br />County Road 0, Roseville would have 25% for long lake Road, and New <br />Brighton 25% for the Interstate Corporate Centre driveway. <br /> <br />The MNDot Traffic Signal Policy does not consider the intersection a <br />three-way, therefore, MSA funds can not be used because the entering leg <br />is a private driveway. Staff contacted Interstate regarding special <br />assessing the signal costs against their property, but Interstate was <br />opposed. Being that Interstate generates less traffic than other County <br />Road 0 businesses, it seems unfair to assess because the driveway lines <br />up with the intersection. LeFevere said there may be insufficient benefit <br />to support a special assessment for this signal. <br /> <br />MSA funds will be used for the sidewalk and emergency vehicle <br />preemption equipment. Curbing and storm sewer costs will be special <br />assessed to abutting properties. Schutta's Hardware and Ken's Market. <br /> <br />Being the project is needed and both traffic signals are warranted, staff <br />recommends approval of the feasibility report with the exception of the <br />County Road D/long lake Road signal cost. Hopefully, Ramsey County <br />will find some other innovative way to fund this signal. <br /> <br />Benke prefers the 3-Iegged intersection, and suggested a variance request <br />from the T-intersection or MSA fund policy. <br />. <br /> <br />Rebelein said at a recent Interstate tour, the guide noted concern for the <br />traffic and safety problems at the intersection. Rebelein feels the signal is <br />needed and would like to see financing alternatives.
