The watermain construction <br />includes the relocation of the existing watermain trunk line. Phase II <br />provides street and utility services to 19 lots for an estimated cost of <br />$277,800. Phase III provides street and utility services to 108 townhome <br />units for an estimated project cost of $279,000. <br /> <br />Motion by Gunderman, seconded by Williams. to WAIVE THE READING <br />AND ADOPT THE RESOLUTION ACCEPTING THE FEASIBILITY REPORT <br />FOR INNS BRUCK NORTH 5TH ADDITION STREETS AND UTILITIES, <br />IMPROVEMENT PROJECT 91-9, AND ORDERING AN IMPROVEMENT <br />HEARING. <br /> <br />5 Ayes. 0 Nayes, Motion Carried. <br /> <br />Mattila presented an application to extend a special use permit to allow <br />continued operation of an on-site incinerator used to clean contaminated <br />soils on the Bell lumber and Pole site. <br /> <br />In 1990, the City granted Bell permission to replace their wood treatment <br />area with an enclosed treatment facility. The new facility is nearly <br />finished and upon completion the original equipment will be removed and <br />the contaminated soils around the treatment area will be excavated. The <br />request is for an extension to January 1, 1992. <br /> <br />Benke verified all hauling of the contaminated soil will be done on-site. <br /> <br />Permit approval is conditional on the Minnesota Pollution Control Agency <br />(MPCA) extending approval of the air emission permit. The MPCA is <br />directly involved in the process and will be monitoring the dirt piles, <br />incineration process, and testing emissions. <br /> <br />The Planning Commission held a public hearing on May 21 and <br />recommend approval. Williams asked the number of residents in <br />attendance. Mattila said residents within 350 feet of the site were <br />notified and it was advertised in the New Briohton Bulletin, however, no <br />citizens attended. In 1988 and 1989, Mattila received many resident <br />comments regarding the proposed operation..
