The Outlot A <br />concept plan is proposed for townhomes. Harstad would need to go <br />through the preliminary and final platting process for Outlot A. <br /> <br />The watermain lowering. park area grading. and earth berm construction <br />would all be coordinated and comply with the grading/drainage plan. An <br />interim emergency access road would be constructed and maintained from <br />27th Avenue NW to Phase I until Phase II and linden Drive is developed. <br /> <br />. <br /> <br />The Park Board recommends approval of a 6.01 acre park with access <br />from proposed linden Drive. Harstad also dedicated 2.51 acres and paid a <br />park dedication fee of $8,500. When combined, the park area represents <br />10% of the total site. Therefore. when Outlot A is developed and platted <br />the park dedication requirement has already been satisfied. <br /> <br />Rebelein noted that Black Oaks Drive is not consistent with the City's <br />street naming policy of north/south streets being named numerically. <br />Mattila said both the Fire and Police Chiefs have approved the previous <br />plat, but suggested the chiefs review the present plat. <br /> <br />Rebelein asked if Outlot A may be used as temporary softball or soccer <br />fields. Keith Harstad said if the project goes as scheduled, Outlot A will <br />be developed this fall. He noted concern that Outlot A's density could <br />change during the approval process, and if additional park dedication fees <br />are required for Outlot A's development. Mattila said the previous park <br />dedication fee was based on the entire 27 acres and included Outlot A. <br /> <br />Motion by Gunderman, seconded by Williams, to APPROVE FINAL PLAT <br />PL-175, SUBJECT TO THE FOLLOWING CONDITIONS: <br /> <br />1. APPROVAL OF THE GRADING AND DRAINAGE PLAN BY THE CITY <br />ENGINEER AND RICE CREEK WATERSHED DISTRICT. <br />2. APPROVAL OF ALL UTILITY PLANS BY THE CITY ENGINEER. <br />3. AN EMERGENCY ACCESS ROAD BE CONSTRUCTION AND <br />MAINTAINED FROM 27TH AVENUE NW TO PHASE I UNTIL PHASE <br />II AND LINDEN DRIVE IS DEVELOPED. <br />4. A LANDSCAPE PLAN BE APPROVED BY THE CITY AND MNDOT <br />FOR PROPOSED EARTH BERM ALONG 1-694. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Proper presented the feasibility report for Innsbruck North 5th Addition <br />streets and utilities. <br /> <br />Harstad is requesting the Phase I streets and utilities be constructed this <br />summer so building could begin this fall.
