At..that time, the City stated there were no <br />licenses pending and the ordinance would reflect one off-sale license. <br />However, there were discussions regarding possible future competition. <br /> <br />Benke suggested preparation of the necessary ordinance changes in such <br />a way that the effective date and granting of additional licenses would not <br />occur prior to November 1. He directed the CSC to look at other factors <br />in our liquor ordinance before issuance of additional licenses. Rebelein <br />suggested the CSC study the regulation of various forms of entertainment <br />in liquor establishments. <br /> <br />leFevere suggested further research into charitable gambling activities, <br />fees, outdoor activities, noise. smoke, entertainment, hours of operation, <br />and proximity to residential areas. Benke said such research should not be <br />limited to off~sale. and should include on-sale operations. <br /> <br />Mike Moore, New Brighton liquors. said the one mile radius between <br />stores is not enough, and feels a more in-depth study is needed. <br /> <br />Benke felt that the City's zoning would only allow for liquor stores in three <br />other city locations. <br /> <br />Gunderman asked how soon after the amendment's approval could an <br />operation begin. Childs said an individual could file the necessary <br />documents beforehand and begin operation within 30 to 60 days after <br />amendment approval. leFevere noted that Champps' and New Brighton <br />liquors' approval process was underway before the recent amendment. <br /> <br />Motion by Benke, seconded by Williams, to ACCEPT THE CITIZEN STUDY <br />COMMITTEE RECOMMENDA liON FOR THE LICENSING OF OFF-SALE <br />LIQUOR OPERATIONS AND DIRECT THE CITY ATTORNEY TO PREPARE <br />AN AMENDMENT TO THE LIQUOR ORDINANCE TO INCLUDE THESE <br />RECOMMENDATIONS; AND DIRECT CITIZEN STUDY COMMITTEE TO DO <br />FURTHER ANALYSIS OF CONCERNS WITH Sf AFF ASSISTANCE. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Mattila presented the reapproval of Innsbruck North New Brighton 5th <br />Addition final plat. The parcel is located north of 1-694, west of 27th <br />Avenue NW, and south of 12th Street NW. Harstad Company has had <br />several extensions, but the final approval period has lapsed. <br /> <br />. <br />Final plat approval is requested for the original 41 single family lots and <br />one outlot. The original street system and park dedication area remains <br />identical to the previous plat.
