The elevated tank and <br />booster pumps would be let aSja separate contract. <br /> <br />Jim Norton, OSM, explained the system consists of booster pumps, a <br />150,000 gallon elevated storage tank plus connecting pipelines and <br />valves. The total estimated cost for the booster system is $456,000. <br /> <br />Several homes in the Seminary Estates have individual pressure booster <br />pumps as an interim measure until a booster system is built. larson noted <br />that some residents have not installed these pumps. Proper said City staff <br />could pick~up pumps from residences which had not installed their pumps. <br /> <br />Gunderman asked if financing procedures have been determined. Proper <br />said the improvement costs would be paid from the water utility fund, <br />however, financing recommendations have not been determined. Proper <br />verified this is the only location in the City in which a pressure booster <br />system is needed. . <br /> <br />Motion by Williams, seconded by Rebelein, to APPROVE THE FEASIBILITY <br />STUDY FOR THE WATER PRESSURE BOOSTER SYSTEM AND <br />AUTHORIZE THE PREPARATION OF PLANS AND SPECIFICATIONS. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Bill Huepenbecker, Citizen Study Committee (CSC), said Council directed <br />the CSC to develop a recommended policy for the issuance of off-sale <br />liquor licenses in New Brighton. <br /> <br />On April 24 the CSC held a meeting which testimony from interested <br />parties was presented. After the meeting the CSC selected a <br />subcommittee of four of its members to study the issue. <br /> <br />Gary Horn, CSC, said the subcommittee's primary objective was to ensure <br />citizen safety, promote home values and growth of the city, enhance <br />quality of life, and allow citizen access to retail services. Factors of <br />consideration were: number of licenses, store locations, and the distance <br />from churches, schools and parks. It was felt the number of stores a <br />market could support should be a significant factor. <br /> <br />The following is the recommended policy: maximum number of stores be <br />limited to one per 5,000 residents; minimum distance between retail <br />locations shall be one mile; minimum distance from a church or school <br />shall be 400 feet as measured property line to property line (this is <br />. <br />consistent with the current ordinance); and if the license is not used <br />within one year, it shall automatically terminate. <br /> <br />In regards to liability insurance, LeFevere noted that state law <br />requirements are less restrictive than New Brighton's City Code. <br /> <br />I'. <br /> <br />Council Business <br /> <br />Water Pressure <br />Booster System <br />Report 91-127 <br /> <br />Off-Sale liquor <br />license Policy <br />Report 91-120 <br />
