.

reiterated that the use of eminent domain will be a Council decision.

Motion by Harmon, seconded by Delaune, to recommend the Council to
acquire the land in order to keep the original Northwest Quadrant Plan
moving forward. All approved.

Black reported that the developers have named the residential development Long Lake Landings.
The developers have also stated that they will be hosting a VIP open house on September 7 from
3 to 7 pm. They would like to have the kickoff before the fall Parade of Homes and will have
their sales trailers up very soon.

Housing Develooment
Black reported that there are several contract amendments that will be presented to Council
tonight, with minor changes proposed to the site plan. He added that there are 674 units in total
proposed for the west side. Kaufhold asked how many units are planned for the east side. Black
replied that there will be an additional 250 to 300 units on that side.

.

Harmon inquired if there is a new site plan with the updated layout and if it had gone before the
Planning Commission. Femelius replied that there is a new site plan with the modifications, but
it has not gone before the Planning Commission. The Council will be receiving the modified
contracts at its next meeting.

Office Development
Black noted that the City has not heard from the Teamsters for about three weeks, but staff will
continue to monitor their interest. Sherman relinquished their rights to the bowling alley site and
if the Teamsters are not interested in building on it, the site can be marketed separately.

Black reported that the City received only one response to its Request for Qualifications. The
Dahlke and the bowling alley sites were not in this round of advertising, but may be added if the
City decides to initiate this process again. The City did receive a response from Anderson
Builders who is representing a medical device company. That company is looking for a site to
build roughly 20,000 square feet initially with eventually up to 130,000 square feet. They did
not provide a full proposal and unfortunately, because of the dump cleanup requirements, it may
be difficult to meet their timing expectations.

Delaune stated that he is shocked that there was only one response and wondered, if there is an
issue with the site that needs to be addressed. Black replied that the response speaks to the
market, and while it's improving, it is not yet strong. He added that the current market is for
"build to suit" projects and the market will need to recover before developments will be built for
speculative tenants.

.

Financine
Black reported that the application to the Metropolitan Council for Living Communities
Development Account was denied. The cleanup can begin without securing outside funding, but
the City is looking into other possible grants.
