<br />. <br /> <br />Brighton Village <br /> <br />Black stated that staff met with Kraus-Anderson and the hotel developers to discuss the hotel <br />operators' request to receive tax increment financing assistance. The City directed the hotel <br />developers to work through Kraus-Anderson to document the need. This will be discussed with <br />Council at the August 8th meeting. <br /> <br />Stang inquired if Kraus-Anderson is using the hotel as an anchor to attract retail to the site. <br />Black replied that is correct; Kraus-Anderson has tried several different options, but nothing has <br />worked. He added that the bank will not be part ofthe development and he had heard that <br />Sinclair is selling its site to the operator. Delaune stated that he had a discussion with the <br />operator who indicated that he is purchasing the site and has no interest to sell to the City or <br />Kraus-Anderson. He added that he will be turning the business into a vehicle repair shop and <br />will stop selling gas in another month or two. Kaufhold noted that after the pumps are not in use <br />for one year, they will have to be removed from the site. <br /> <br />. <br /> <br />Harmon suggested that the neighborhood study that was done several years ago be looked at; the <br />study had supported a hotel for the site. Bauman added that she has been explaining to residents <br />that the hotel will bring retail to the area. Kaufhold suggested that the residents are realizing that <br />the City can not force Kraus-Anderson to give them what they want. Harmon supports the hotel <br />and the use of TIF if the owner is eligible for it. Black noted that the previous plan had the <br />frontage road relocated through the site, which is very expensive. If the hotel developer and <br />Kraus-Anderson decide to relocate the road, it would qualify for TIF, however the current plan <br />does not relocate the road. <br /> <br />Marv's Transmission and Harry's Survival Station <br /> <br />Black announced that the former Marv's Transmission and Harry's Survival Station buildings <br />will be inspected for asbestos as early as August 22nd and on October 10th the Council will hold a <br />public hearing to consider creating a tax increment financing district for Marv's. <br /> <br />Harmon inquired why the Council would not approve a process that would allow for flexibility <br />in the future and why staff would not propose a blight resolution for Harry's because of the <br />discussion that occurred at the last Council meeting. Femelius replied that there are no plans to <br />redevelop Harry's. Black added that the site is too small to develop independently and the City <br />does not want to pressure the other owners. Harmon replied that the purchasing of Marv's is a <br />move to help improve the neighborhood and does not understand why the issue to purchase the <br />property was brought up when the discussion was regarding a blight issue. Bauman replied that <br />the whole city shouldn't be a TIF district and the City should not be purchasing property when it <br />will knowingly lose money. Harmon replied that she had attended the TIF seminar and she <br />realizes that TIF will help in the long run. Bauman suggested that the older residents of New <br />Brighton care about the expenses of today, not the future. Harreld disagreed, suggesting that a <br />large percentage of the older population does care about the future. <br /> <br />. <br /> <br />Kaufhold inquired ifthere was any cleanup that is required on the Marv's site. Black replied that <br />there is minimal cleanup of petroleum that will need to take place. Larson suggested that <br />Harry's be turned in to an open green space with picnic tables, which will help eliminate the <br />
