Prior to issuance of building permits for buildings #53, #49, and #48 underground <br />parking structure designs must be submitted for staff review. Underground <br />parking for these buildings should be provided at the following ratios: <br />a. #53: 1 stall/unit <br />b. #49: minimum 1 stall / unit <br />c. #48: 2 stalls / unit <br /> <br />4 Ayes, 0 Nays. <br /> <br />Public Hearing: Old Highway 8 Reconstruction, Geometric Layout Approval <br /> <br />. <br /> <br />Grant Wyffels, Director of Public Works, announced that the City is planning to <br />reconstruct Old Highway 8 north of I-694 in 2007 as a part of the overall Northwest <br />Quadrant Redevelopment project. The roadway is proposed to be reconstructed from the <br />north side of the existing bridge over I-694 to just north of the access driveway into Long <br />Lake Regional Park. The total length of the proposed County roadway improvement <br />project is approximately 2,600 linear feet. <br /> <br />The roadway is proposed to be reconstructed based upon the recommendations included <br />in the Northwest Quadrant Framework Plan and Design Guidelines prepared by <br />Dahlgren, Shardlow, and Uban, Inc. (DSU). The design for Old Highway 8 includes the <br />following: parallel parking bays defined with curb bump-outs where possible, tree-lined <br />boulevards and sidewalks in residential areas, wide sidewalks with trees, lighting, <br />benches and other amenities in the commercial areas, and bike lane connections to the <br />regional system <br /> <br />In order to design Old Highway 8, a final geometric roadway layout must be agreed upon <br />by the City, Redevelopers, and Ramsey County. Staff has had meetings with both the <br />Redevelopers (Rottlund and Sherman) and Ramsey County. The layouts have been <br />refined to include their comments. Two layout options have been presented to all City <br />Commissions for public comment. Based upon the comments received, staff will <br />recommend a final geometric roadway layout for City Council Approval. <br /> <br />. <br /> <br />Jon Horn, Kimley-Hom and Associates, stated that the road will be reconstructed in <br />2007. The design criteria that was used while in development was the 40 mile per hour <br />speed limit, the existing traffic volume which is roughly 9200 vehicles per day and is <br /> <br /> <br /> <br />Page 11 of 14 <br />
