<br />I, <br />II <br /> <br />c. That the establishment of the special use will not impede the <br />normal and orderly development and improvement of the <br />surrounding property for uses permitted in the district. <br />d. That adequate utilities, access roads, drainage and/or necessary <br />facilities have been or are being provided. <br />e. That the special use shall, in all other respects, conform to the <br />applicable regulations of the district in which it located. <br />5. The proposed amendment relating to signage above windows will not alter the <br />way signage is currently displayed within Main Street Village but rather more <br />accurately reflect current signage patterns. <br />6. The proposed amendment eliminating the need for Temporary Sign Permits <br />for window signage within Building E is more consistent with how temporary <br />window signage handled with all commercial properties in New Brighton not <br />operating under a Comprehensive Sign Plan. <br />7. The proposed amendment allowing for directory-style signs for Building E is <br />appropriate as the orientation of that building limits visibility from traffic <br />traveling on 5th Avenue NW. <br />8. The Planning Commission and Council find the special use standards of <br />Section 9-041 (4)) and Section 8-130 are satisfied. <br /> <br />No , THEREFORE BE IT RESOLVED, the application SP 2006-010 is hereby recom- <br />mended for approval to the City Council subject to the following conditions: <br />1. The revised plan shall constitute the permitted signs for that area. Any future <br />change to the plan shall be submitted under Special Use Permit procedure and <br />when adopted shall become part of that plan, <br />2. City staff review of all Main Street Village signs for consistency with the <br />Main Street Village Sign Plan is required prior to the issuance of any <br />Permanent Sign Permits. Staff will review the proposed signs for consistency <br />of the size, location, style, colors and general character of the proposed sign. <br />3.
