Interest will <br />accrue at rate of 6.0 percent per year on the unpaid balance. <br /> <br />Explanation: Minnesota State Statutes and the New Brighton City Code have provisions for senior <br />citizens to defer the payment of special assessments on their property when it is deemed to be a <br />financial hardship. <br /> <br />The owners of the property at 2050 Rice Creek Road have requested a senior citizen deferment for the <br />assessment of the reconstruction of Rice Creek Road, Project 05-1. The residents have submitted the <br />required deferment application form (attached) and have met all conditions of Chapter 2 of the New <br />Brighton City Code (attached) necessary for consideration of a deferment. <br /> <br />The property is homesteaded property, the applicant is over 65 years of age, and the total annual <br />payment of the assessment exceeds one percent of the combined annual household income thus <br />creating a financial hardship. <br /> <br />The assessment will become due and payable with accrued interest upon; the death of the property <br />owner provided that the spouse is unable to qualify for deferment, the sale of the property, the loss of <br />the homestead status, or the determination by the City Council that payment of the assessment will no <br />longer be a hardship. <br /> <br />Staff recommends approval of the special assessment senior citizen deferment for the property at 2050 <br />Rice Creek Road. <br /> <br /> <br />Attachments <br /> <br />GIENGIASSMNTS\06."ess\20S0 Deferred CRPT.doc <br />
