The use of
. purchasing cards enables City employees to conveniently obtain certain goods and services for City
operations. The program is designed to make the purchasing/procurement process for relatively low
dollar valued items more efficient. The intent is to save time and paperwork by reducing the need for
purchase orders, petty cash, check requests, and employee reimbursements.

The purchasing card policy will be consistent with the City's Purchasing Policy and Minnesota State
Statutes. Minnesota Statutes grant city councils the ability to authorize the use of a credit card. The City
currently has been using a credit card for some transactions, primarily those relating to travel.

A purchasing card is similar to a credit card, with a couple of exceptions. The balance must be paid in
full each month. Also, the US Bank One Card program allows limits and/or restrictions to be placed on
each purchasing card such as transaction limits, balance limits, and types of allowable merchants.

Costs and Funding:
US Bank offers this program to the City for very little cost. The only cost is a one-time fee of$300 to set
up our logo on the cards.

~~

Kevin K.
