Site Plan Review (conI.) <br /> <br />Additional sound information should be provided should the Commission wish to <br />consider this application further. <br /> <br />(10) Storage and screening requirements: This section indicates that any outdoor storage areas <br />that exceed a height of 6' shall be subject to building setbacks requirements and <br />screening must be provided up to 6'. Based on the applicants' site plan the three <br />stockpile areas do meet the required building setbacks that were noted earlicr in this <br />report. However, no screening plan has been provided. <br /> <br />While not listed as specific performance standards under Scction 6-390, staff is concerned with <br />the following additional issues: <br /> <br />. Dust: <br /> <br />Due to the nature of the use the applicants will be required to <br />control dust beyond the property line. <br /> <br />. Truck traffic: <br /> <br />Large trucks will be moving through the entire property and onto <br />adjacent public roadways. <br /> <br />. Hours of Operation: <br /> <br />The applicants' submittal materials indicate that the hours of <br />operation will be 24 hours a day. <br /> <br />. <br /> <br />After review of the performance standards noted in Section 6-390, staff is concerned with <br />whether sound and screening standards can be met on the property. Staff is also concerned with <br />dust control beyond the lot line, truck traffic throughout the property and extensive hours of <br />operation all have the potential to negatively impact adjacent light industrial uses and Long Lake <br />Regional Park. Should the Commission wish to recommend approval of this proposal additional <br />information should be provided by the applicant that addresses these issues. <br /> <br />Special Use Permit <br /> <br />A Special Use Permit is requested to allow the asphalt/concrete production facility use as well as <br />the outdoor storage component of the use. As specified in Section 8-130 of the Zoning Code, no <br />special use shall be recommended by the Planning Commission unless five findings can be met. <br />Those findings and staff s response are noted below: <br /> <br />a. <br /> <br />That the establishment, maintenance, or operations of the special use will not be <br />detrimental to or endanger the public health, safety, morals, and comfort of the <br />general public. <br /> <br />. <br /> <br />Because of/he heavy industrial nature of/he use, there is the potential that this <br />intensification will negatively impact the comfort of the general public. This is <br />because the site is surrounded by uses considered light industrial with limited or no <br />outdoor storage, as well as a regional park. <br />
