<br /> <br />STAFF A:'\ALYSIS (CONT.) <br />. Site Plan Review (cont.) <br />Parking Setbacks <br /> <br />No parking area is proposed on the site. There is an existing parking area on the Belair property <br />to the directly east. This parking area meets required parking setbacks. While a parking area <br />isn't proposed, a bituminous truck drive is proposed around the perimeter ofthe property. This <br />truck drive gets within 15' of the southern property line. Section 11-020 (6) establishes required <br />setbacks for driveways in industrial areas. The southern yard is considered a side yard with a 60' <br />setback for drive areas when adjacent to residentially zoned property. The property to the south <br />is zoned for residential and would be subject to a 60' setback. Should the Commission wish to <br />approve this use, the location of this driveway would have to be revised. <br /> <br />Building Height <br /> <br />The maximum allowed building height is 40' within the Industrial zoning district. The <br />applicants' plans do not indicate the height of any machinery within the "production facilities <br />area". In addition, there are 3 areas depicted on the site plan as stockpile areas. No height has <br />been proposed for these piles either, however 40' would be the maximum permitted. <br /> <br />Floor Area Ratio <br /> <br />. <br /> <br />AFAR of 0.4 is required for sites containing a one-story building. Due to the nature of this use <br />and the absence ofa building a FAR probably isn't applicable. <br /> <br />Performance Standards of Section 6-390 (Applicable to all Industrial Uses) <br /> <br />There are many performance standards listed in Section 6-390. Only the applicable standards <br />will be discussed below: <br /> <br />(3) Screening when adjacent to a residential district: Although the property to the west and <br />south is not developed residentially due to Long Lake Regional Park, it is still zoned for <br />residential purposes and therefore must comply with screening requirements. The site <br />plan shows a chain link fence along the western and southern property line; however a <br />chain link fence does not provide any screening. Also, without knowing the height of the <br />proposed stockpiles it is difficult to determine whether screening requirements can be <br />met. Therefore, should the Commission want to approve this application additional <br />infonnation must be provided, including a screening plan. <br /> <br />(4) Sound levels: This section establishes sound maximums, in decibels, along residential <br />areas and non-residential areas. This site would be required to comply with these <br />requirements. The applicants have not provided any technical information regarding the <br />level of noise produced on the property. This is a concern due to the crushing plant as <br />well as all the heavy machinery transporting material throughout the property. <br /> <br />. <br />
