- ~ ~ ~ ~ PLAN:-OING COMMISSION OPTIONS . The Planning Commission has the following options on Tuesday night: I) Denial of applications for a Comprehensive Plan Amendment, Rezoning, Site Plan Review, Special Use Permit and to Allow a Hot-Mix Asphalt and Ready-Mix Concrete Production Facility at 2200 Old Highway 8 NW. 2) Table action on the applications for a Comprehensive Plan Amendment, Rezoning, Site Plan Review, Special Use Permit and to Allow a Hot-Mix Asphalt and Ready- Mix Concrete Production Facility at 2200 Old Highway 8 NW, and direct staff to notify the applicant of an additional 60 day review period. Resolutions making a finding offact and recommendation for denial will be provided to the Planning Commission on Tuesday night. STAFF RECOMMENDATION . Staff recommends that the Planning Commission hold the public hearing on October] 7,2006 to allow for a staff presentation and opportunity for public testimony. Based on our analysis and review, staff believes that the proposed facility represents an expansion and/or intensification of a heavy industrial use that is inconsistent with the Comprehensive Plan. On this basis alone, staff would recommend denial of the proposed applications. Even if there is a desire to consider such a modification to the Comprehensive Plan, staff has concerns about the applicants' ability to address the issues outlined under the Special Use provisions of the Zoning Code. If the Planning Commission is uncomfortable in making a decision at this point, staff would recommend tabling action until the next regular meeting.
