The Engineering and Fire Departments will <br />have recommendations in this regard and plan approval should be con- <br />ditioned on providing fire hydrants as required by the Fire Depart- <br />ment. <br /> <br />We note only two small problems with the plan. Our calculations <br />show a need for 142 parking spaces if all three phases are constructed <br />as shown. One hundred and thirty-three spaces are shown. Also, <br />the sign shown on the plan does not conform to present setback <br />requirements (40') though it does meet the standard of the proposed <br />ordinance. <br /> <br />One other item that will have to be taken care of by the <br />applicant is a land division to legally create the parcel shown <br />on the site plan. At present, the small rectangular piece north <br />of the proposed building is also part of the parcel and the applicant <br />is not intending to purchase it. This parcel is also joined to land <br />east of 9th Avenue and will have to be separated from it. <br /> <br />We have computed the floor-area ratio of the parcel actually <br />to be purchased by the applicant and find that with the water area <br />included, it is about .32 and with the water area excluded, it <br />is about .38. The maximum allowable is .4. <br /> <br />Dedication of a ponding easement for Poplar Lake and a <br />flowage easement for the drainage swale might also be desirable. <br /> <br />Last, the plan must be reviewed and approved by the Rice <br />Creek Watershed District and Council approval should be contingent <br />on this action. <br /> <br />Planninq Commission Consideration (10-15-74): <br /> <br />The Chairman read the background discussion. <br /> <br />Robert Pope, architect for the project, and Mr. and Mrs. <br />Fredericks of Trend Enterprises were present to answer questions. <br /> <br />Mr. Pope stated that space is available for the additional <br />parking which will be required for the expanded building. <br /> <br />Chairman Parham noted that the plans will have to be approved <br />by the Rice Creek Watershed District and also suggested that flowage <br />easements be dedicated. <br />
