-Trend Enterprises

- 2 -

a compacted base. No fire hydrant locations are shown though there
will be a need for some. The Engineering and Fire Departments will
have recommendations in this regard and plan approval should be con-
ditioned on providing fire hydrants as required by the Fire Depart-
ment.

We note only two small problems with the plan. Our calculations
show a need for 142 parking spaces if all three phases are constructed
as shown. One hundred and thirty-three spaces are shown. Also,
the sign shown on the plan does not conform to present setback
requirements (40') though it does meet the standard of the proposed
ordinance.

One other item that will have to be taken care of by the
applicant is a land division to legally create the parcel shown
on the site plan. At present, the small rectangular piece north
of the proposed building is also part of the parcel and the applicant
is not intending to purchase it. This parcel is also joined to land
east of 9th Avenue and will have to be separated from it.

We have computed the floor-area ratio of the parcel actually
to be purchased by the applicant and find that with the water area
included, it is about .32 and with the water area excluded, it
is about .38. The maximum allowable is .4.

Dedication of a ponding easement for Poplar Lake and a
flowage easement for the drainage swale might also be desirable.

Last, the plan must be reviewed and approved by the Rice
Creek Watershed District and Council approval should be contingent
on this action.

Planninq Commission Consideration (10-15-74):

The Chairman read the background discussion.

Robert Pope, architect for the project, and Mr. and Mrs.
Fredericks of Trend Enterprises were present to answer questions.

Mr. Pope stated that space is available for the additional
parking which will be required for the expanded building.

Chairman Parham noted that the plans will have to be approved
by the Rice Creek Watershed District and also suggested that flowage
easements be dedicated.
