<br />1.~ <br />1; I <br />1~1 <br /> <br />RESOLUTION NO. <br /> <br />STATE OF MINNESOTA <br />COUNTY OF RAMSEY <br />CITY OF NEW BRIGHTON <br /> <br />RESOLUTION GRANTING GORDON RENDERING COMPANY AN OFFENSIVE TRADES <br />LICENSE AND AFFIXING CERTAIN CONDITIONS OF OPERATION <br /> <br />WHEREAS The City of New Brighton is responsible for the <br />general safety, health, welfare and well-being of its residents <br />and has established codes to aid in carrying out this responsibilty, <br />and <br /> <br />WHEREAS City Code Chapter 24 entitled Sewer Department Reg- <br />ulations and Chapter 15, Article VII, entitled Offensive Trades, <br />and Metropolitan Sewer Board Rules and Regulations for the <br />Metropolitan Disposal System and the Minnesota Pollution Control <br />Agency Standards all apply to the operation of Gordon Rendering <br />Company as a rendering business, and <br /> <br />WHEREAS The City is aware and has been informed that certain <br />deficiencies in the operation of Gordon Company's old plant have <br />occurred in the past with respect to these codes, rules, reg- <br />ulations and standards and could occur with the new plant, and <br /> <br />WHEREAS These deficiencies when they have occurred, have <br />affected the safety, health, welfare and well-being of the <br />city's residents in that they have caused plugging of the <br />sanitary sewer and lift stations, interference with sanitary <br />sewer service to others, dumping of raw sewage on the open <br />ground and/or have often resulted in offensive odors in the <br />neighborhood, and <br /> <br />WHEREAS On April 18, 1979 stack emission tests, in complete <br />conformance with American Society for Testing Materials Method <br />D-1391-57, were performed on the emmissions from the stack of <br />the scrubber serving the Gordon Rendering Company plant facilities <br />at 19 14th Street NE and such tests indicated an odor level of <br />8 odor units per cubic foot and a total emission of 318,000 odor <br />units per minute. These figures are less than the limit of 150 <br />odor units allowed and less than one million odor units per <br />minute allowed by APC-9, and <br /> <br />WHEREAS A second emissions test was performed on October 18, <br />1979 which indicated an average odor level of 14 odor units per <br />cubic foot and a total emission of 540,000 odor units per minute. <br /> <br />NOW THEREFORE BE IT RESOLVED, That the Offensive Trades <br />License of Gordon Rendering Company be granted under the following <br />conditions: <br /> <br />1. All doors and windows shall be kept closed during periods <br />of operation so that all rendering plant air will be <br />processed through a scrubber or burned, except during <br />periods of loading and unloading when loading doors <br />may be open but these periods shall be kept to a minimum. <br /> <br />2. Gordon Rendering Company shall continue to perform all <br />obligations required of it by its agreement with the <br />City of New Brighton dated January 25, 1977 and as <br />amended by an agreement dated December 12, 1978. <br />
